Introduction

A Workforce Development Specialist II is the intermediate level of work in the field of workforce development. Employees in this classification perform workforce duties that deliver a wide range of career services to special and targeted populations of job seekers to increase and enhance their job seeking skills and lessen their duration of unemployment. This position provides basic career and labor exchange services under the Workforce Innovation and Opportunity Act with focus on unemployment insurance claimants.

POSITION DUTIES

A Workforce Development Specialist II is the intermediate level of work in the field of workforce development. Employees in this classification perform workforce duties that deliver a wide range of career services to special and targeted populations of job seekers to increase and enhance their job seeking skills and lessen their duration of unemployment. This position provides basic career and labor exchange services under the Workforce Innovation and Opportunity Act with focus on unemployment insurance claimants.

  • Provides services to job seekers to expedite their entry or re-entry into employment
  • Assesses the skills and needs using the automated system to complete, review and update customer registration
  • Conducts informal assessments in resource areas and provide initial options for program and partner referrals; Identifies potential job matches of customer skills with job qualifications
  • Refers qualified customers to job openings utilizing the automated workforce system
  • Assists customers by facilitating and demonstrating the usage of self-service workforce resources Shares labor market information with customers using appropriate resource materials and automated systems so they can make to enable informed decisions on labor trends and economic conditions Refers job seekers to training and/or supportive services to improve their job readiness by utilizing community, training and educational resources
  • Provides basic information and referral to federal bonding or other hiring incentive programs
  • Assesses veteran Significant Barriers to Employment (SBE) eligibility and referral to DVOP staff
  • Provides screening and letters for the purpose of issuing a federal bonding letter
  • Answers basic Unemployment Insurance inquires as directed by UI
  • Demonstrates online tools including assessment and external employment resources;
  • Identifies customers for referral for advanced business services; Provides informal Resume consultation
  • Facilitates the engagement of job seekers and businesses with employment resources by providing comprehensive information on the local workforce system 
  • Provides information on basic business services, take job orders and referrals to businesses
  • Identifies the greater employers' needs and facilitates a warm handoff (referral to business services) to a higher level Workforce Development Specialist or other designated staff 
  • Works with businesses to create workforce accounts

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of case management experience in the field of workforce development delivering a wide range of career services to special and targeted populations of job seekers.  Case management duties are defined as taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability.

Notes:

1. Candidates may substitute education at an accredited college or university, at the rate of thirty credit hours for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience developing and delivering workshops on relevant workforce development topics.

LIMITATIONS ON SELECTION

This recruitment is limited to current Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) employees.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDLabor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

We also offer paid parental leave to eligible permanent State employees to care for and nurture children within 6 months of birth or within 6 months of an adoption of a child under 6 years of age.

Our leave policies also adhere to the Family Medical Leave Act of 1993.

Retirement Benefits​

Maryland State employees are eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. State employees are also eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan.​

Flexible Work Schedules​

Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.

Student Loan Forgiveness

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.  ​

​Free Mass Transit Benefit​

Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses. 

Health Coverage

These plans allow eligible employees to save, on a pretax basis, for healthcare and dependent care costs incurred during the plan year.
