Main Purpose of Job

This position will help patients identify behavior problems related to alcohol and other drug use and to support their efforts to reduce/eliminate their substance use and find a path to recovery. This position will provide assessments, diagnosis, crisis intervention, and individual counseling sessions. The assessment and referral services are provided within the Cecil County Health Department, and TCA screenings are completed in partnership with the Department of Social Services. This position also maintains an approved counseling certification through the Board of Professional Counselors and Therapists. Substance abuse counseling is a demanding form of community outreach that requires patience, compassion, and a keen desire to help others who are in crisis, and significant portions of the addicted population are people who need help in many areas of their lives. The position is responsible for providing and referring patients to a variety of services that may help provide a stable platform from which they can fight their drug addiction. The clinical practice should incorporate Motivational Enhancement (MET) and Cognitive Behavioral Therapy (CBT), and the center also integrates the “Principles of Drug Addiction Treatment, A Research Based Guide,” as published by the National Institute on Drug Abuse (NIDA), and the Stages of Change model, as developed by Prochaska and DiClemente.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Certified Supervised Counselors-Alcohol and Drug.

Experience: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Certified Supervised Counselors-Alcohol and Drug.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess: 
  • Experience completing alcohol and drug screenings and/or assessments.
  • Experience working with individuals who have mental health and/or substance abuse challenges.
  • Experience with local community resources within Cecil County and neighboring communities to include the ability to properly refer clients to the appropriate resources. 
  • An alcohol and drug trainee certification or higher from the Maryland Board of Professional Counselors and Therapists (BOPC).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates appointed to positions in this classification must be eligible for and obtain certification by the Board of Professional Counselors as a Certified Supervised Counselor-Alcohol and Drug prior to permanent appointment.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

2. Employees in this classification perform the work in a Joint Commission for the Accreditation of Healthcare Organizations (JCAHO) or a Maryland State certified addictions program.
