Main Purpose of Job

This position performs budgetary and expenditure monitoring activities, reporting activities, and fiscal services to include invoice reviews, travel requests, year-end closing activities, and contractual services (for approximately $38 million) for the Family Investment Administration (FIA). Participates in the formulation and preparation of the annual operating budget request (approximately $333 million) for the Director’s Office (administering agency for public assistance programs) and reviews the requests for the Maryland Office of Refugees and Asylees, the Office of Home Energy Programs, and other programs, to include but not limited to the Temporary Emergency Assistance Food Program, and Maryland Emergency Food Program. Assists in the formulation of recommendations to improve fiscal operating efficiencies. The incumbent monitors the fiscal portion of FIA contracts and reviews grants and other contractual services agreements. 
The position contributes to the Department’s Mission to assist people in economic need, increase prevention efforts and protect vulnerable children and adults by performing fiscal activities of programs administered by FIA. Promotes the work of the Department to ensure fiscal and contractual activities are in compliance with state, federal and DHS guidelines, which are conditions of state and federal funding. 

POSITION DUTIES

  • Assists in the development of FIA Program 04 budget, coordinates and monitors expenditures, and prepares and finalize reports as required by the Department. 
  • Analyzes and monitors FIA budgets to identify spending patterns, initiates, prepares, and monitors the execution of Spending Plan Amendments (sub-program/object transfer of appropriated funds) to cover unbudgeted projects and initiatives. 
  • Prepares correspondence for the signature of the Manager Budget and Fiscal Services and the Director, Office of Administration (OOA) as required. 
  • Provides fiscal services in the areas of travel and monitor fiscal activities for Program 04. 
  • Develops methods for collection and evaluation of statistical data for routine and special reports.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience managing a budget(s) in a Maryland state agency, including contractor budget proposals.

One year of experience using the Financial Management Information System (FMIS) including the Advanced Purchasing and Inventory Control System (ADPICS) and the Relational Statewide Accounting Reporting System (R*STARS) for accounting purposes.

One year of experience using Excel to create spreadsheets.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
