The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through the Governor's Office on Service and Volunteerism (GOSV).

Main Purpose of Job
The compliance officer has primary responsibility for reviewing grant applications and applicants for financial and organizational suitability to receive and manage federal, state, and/or private grant funds from the Department of Service and Civic Innovation (DSCI). The incumbent is also responsible for monitoring grants in accordance with the funders’ requirements as well as any additional DSCI, state, and federal requirements, closing out grants, and preparing timely and accurate reports on DSCI grants for the Governor, General Assembly, federal government, other funders, and auditors.
POSITION DUTIES
This position provides critical accountability and oversight for federal, state, and private funds to ensure that funds are spent in accordance with funders' requirements and in accordance with all applicable federal and state laws, regulations, and policies. This position also provides limited technical assistance to increase the capacity of grantees to maximize DSCI and other resources they receive to support DSCI grants.
Examples of duties include but are not limited to:
- Conduct compliance monitoring to ensure grantees adhere to grant requirements and regulations.
- Recommend corrective actions and continuous improvement strategies to enhance grantee performance and compliance.
- Provide training and technical assistance to grantees and potential grantees on effective grant management practices.
MINIMUM QUALIFICATIONS
Experience: Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.
2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications
- Experience managing or monitoring federal grants, either as a grantee or with a federal funding agency
- Experience interpreting and evaluating federal or state laws, regulations, and policies related to grant-making
- Experience monitoring federal, state, and/or private grants
