Introduction

The Maryland Higher Education Commission (MHEC) is seeking to hire one or two experienced and energetic individuals to work as Education Analysts to expand the research and data validation capacity of MHEC by completing descriptive statistical analyses on students who complete workforce training courses and course sequences (including validating and performing quality control protocols on the workforce training data collected).

MHEC collects administrative data on students through more than a dozen annual collections. MHEC is a sub-awardee on a grant from the U. S. Department of Labor’s (DOL) Workforce Data Quality Initiative (WDQI). The purpose of the grant is to strengthen the connection between workforce data and education data particularly in relation to Workforce Innovation and Opportunity Act (WIOA) by expanding MHEC’s data collections and conducting research on individuals who complete noncredit workforce training at Maryland’s sixteen community colleges.

POSITION DUTIES

The Research Statistician(s) will expand the research and data validation capacity of MHEC by completing descriptive statistical analyses on students who complete workforce training courses and course sequences and/or validating and performing quality control protocols on the workforce training data collected. This is a contractual position ending June 30, 2025.

Term: Immediately – June 30, 2025

Responsibilities: (to be conducted under the supervision of the Director for Research and Policy Analysis and the Director of Reporting Services)

  • Generate descriptive statistics that identify patterns or trends in workforce training enrollment and achievement 
  • Create reports or dashboards to visualize enrollment and achievement trends using PowerBI or similar software 
  • Develop a data validation protocol using Stata or similar statistical software 
  • Execute the validation protocol and develop feedback reports to institutions on data errors 
  • Review and, where needed, revise data definitions for two workforce training collections 
  • Write specifications for edit checks that execute when data are uploaded by an institution

The position is contractual and will be compensated on an hourly rate. The position will require a 20 hour per week commitment, with the potential to work up to 40 hours per week. The employee will be expected to maintain a standing weekly schedule during traditional business hours. This position is grant-funded until June 30, 2025.

MINIMUM QUALIFICATIONS

Education:  A Master’s degree from an accredited college or university with a minimum of nine credit hours, or the equivalent graduate credit hours in research methodology, theoretical or applied statistics or measurement theory.

Experience: One year of experience in statistical research after the possession of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer specialty codes in the Statistics field of work on a year-for-year basis for the required education and experience. 

SELECTIVE QUALIFICATIONS

At least one year of experience in data analysis in education, higher education, government, or public policy, including experience designing and coordinating large-scale collaborative projects and research studies

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • A graduate degree (Master’s or Ph.D) in education, public policy, economics, or a related field from an accredited college or university 
  • Two years of experience managing or administering large data sets, and/or experience with state-level or federal-level data systems 
  • Demonstrated background in descriptive statistics 
  • Demonstrated experience with statistical software, preferably Stata 
  • Demonstrated experience with data visualization software, preferably PowerBI 
  • Excellent time management, organization, problem-solving, and communication skills 
  • Demonstrate strong listening, writing and verbal skills 
  • Excellent interpersonal skills and the ability to effectively communicate complex ideas and information, verbally and in writing, to a variety of stakeholders/constituents 
  • Comfort with working in online platforms for research and collaboration

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
