Main Purpose of Job

This is a multifaceted position in support of the Shellfish Monitoring and Assessment Program and its role in statewide shellfish (especially oysters) restoration and monitoring activities. As Marine Engineer, responsible for ensuring that the diesel engine, all vessel systems, running gear and hull of the Research Vessel Miss Kay, a 46 foot fiberglass over wood power driven vessel are properly maintained and ready for service and effect repairs as possible. Serves as executive officer onboard the R/V Miss Kay during shellfish surveys and other research, monitoring, and education cruises. As needed, serves as backup or relief captain if regular captain is unavailable or incapacitated. Operates and maintains Program’s outboard research vessels. Operates and maintains dump trucks, front end loader and heavy equipment trailer and requires a Commercial Driver’s License for the oyster shell acquisition project. Maintains Facility buildings, vehicles, dock, piers, bulkhead, and grounds, which function as a marine terminal where the research vessels are berthed/stored. This position directly contributes to the agency’s mission of natural resources enhancement by supporting natural resources research, monitoring and restoration, and providing workforce training (DNR goals 1, 2, and 6)

POSITION DUTIES

The Department of Natural Resources, Fishing and Boating Services in Deal Island, Md., is currently accepting applications for a Chief Marine Engineer. This is a multifaceted position involved with statewide shellfish (especially oysters) restoration and monitoring activities. This is a permanent, classified position with full benefits.

A. As Chief Marine Engineer, responsible for ensuring that the diesel engine, all vessel systems, running gear, and hull of the Research Vessel Miss Kay, a 46 foot fiberglass over wood power driven vessel, are properly maintained and ready for service, and effect repairs as possible.

B. Serves as executive officer onboard the R/V Miss Kay during shellfish surveys and other research, monitoring, and education cruises.

C. Participates in operations associated with the state’s shell acquisition project.

D. Maintains the Deal Island Facility buildings, docks, piers, bulkhead, and grounds.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience involving the repair and maintenance of marine inboard engines, and mechanical and electrical systems.

Notes:

1. Candidates may substitute additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute the possession of a current United States Coast Guard License issued to persons who have served as Chief Engineer on an inland steam or motor vessel of not less than 1000 horsepower for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Possess a U.S. Coast Guard Master’s 100 ton License and have the knowledge and skill to operate, navigate, maintain, and repair a 46 ft. research vessel, with safety and efficiency of paramount importance.
  • Possess a commercial driver’s license and have the experience to operate dump vehicles and front-end loaders.
  • Knowledge of computer-based navigation programs.
  • Organizational skills to account for shell transfers and payments to shucking houses and other sources of shell, planning logistics, and meeting scheduling demands of shell sources and customers.
  • Facility maintenance including building and seawater system maintenance and repair, vehicle and heavy equipment maintenance, and grounds keeping.
  • Organizational skills include prompt payment of facility bills, arranging for contractors for repairs and maintenance, track monthly expenses.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain a manufacturer training course certificate.
