Introduction

The Maryland Department of Labor-The Office of Financial Regulation is accepting applications from qualified candidates for the position of Financial Depository Examiner Trainee. A Financial Depository Examiner Trainee is the entry level of financial examination work.

Main Purpose of Job

A Financial Depository Examiner Trainee is the entry level of financial examination work .. Examiners in this classification learn the examination functions and processes in the detail and financial areas of depository financial institutions and trust companies for safety and soundness and compliance with laws and regulations, to protect the general public and promote integrity and confidence in the financial industries regulated by the Agency. Examiners learn to evaluate the institution's capital adequacy, earnings performance, liquidity, sensitivity to market risk, securities portfolio, other assets and liabilities, risk management, and compliance with laws and regulations. A Financial Depository Examiner· Trainee is a field examiner position that may, in management's discretion, work remotely in accordance with the Agency's telework policies.

POSITION DUTIES

Duties of this position include but are not limited to:

Financial Depository Examiner Trainee is responsible for participating in safety and soundness and compliance examinations of banks, credit unions, and trust companies. In doing so, at an entry level, they assess and evaluate an institution's balance sheet income and ex11ense statements, Call Reports, and management reports to analyze capital adequacy, earnings performance, liquidity, including the securities portfolio, sensitivity to market risk, and compliance with state and federal laws, rules, and regulations. 

Examiners begin to get training on conducting quarterly Off-Site Bank Monitoring reviews and for assigned institutions. Examiners are assigned off-site monitoring of banks after attending Introduction to Examinations-School.

MINIMUM QUALIFICATIONS

Experience: Four years of experience examining the accounts, records and business practices of depository financial institutions or managerial or professional accounting or auditing work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, including or supplemented by a total of 24 credit hours in business administration, finance, economics, law or accounting for the required experience. These credit hours must include a minimum of 6 credit hours in either accounting or auditing.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in logistics specialist classifications or administrative support specialty codes in the financial management or auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Depository Regulatory Supervisory Experience

Experience working on CAMELS (Capital,Asset Quality,Management,Earnings,Liquidity,Sensitivity to Market Risk) 

Experience conducting complex safety and soundness examinations

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be required to attend advanced formal training classes. The purpose of this training is to maintain professional, job specific proficiency and current knowledge. Some training classes are out-of-State and may require overnight stays.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
