Introduction
The Maryland Insurance Administration (MIA) is
an independent State agency that regulates Maryland’s $46 billion insurance
industry and protects consumers by monitoring and enforcing insurers’ and
insurance professionals’ compliance with State law. Through the diligence
of a highly professional staff of market analysts, financial analysts,
accountants, lawyers, law enforcement officers, actuaries, complaint
investigators, and others, the MIA works to facilitate a strong and competitive
insurance marketplace where consumers are well informed and treated
fairly. Staff members are subject matter experts who serve as a resource
for lawmakers, consumers, and other public and private entities.
The MIA is charged with a broad range of
responsibilities including the licensure of insurance carriers and insurance
producers (brokers/agents) operating in Maryland, the conduct of financial
examinations of companies to monitor financial solvency, and the review and
approval of rates and contract forms. The MIA investigates reports of consumer
fraud and consumer complaints about life, health, automobile, homeowners,
and/or property insurance. Insurance carriers are subject to market
conduct examinations and other actions to monitor compliance with Maryland
law. The MIA also has a unit dedicated to consumer education and
outreach, which participates in hundreds of events and reaches thousands of
individual consumers annually.

POSITION DUTIES
The
MIA’s Property and Casualty Division is seeking a Senior Actuary, Property and
Casualty to perform actuarial analysis of property and casualty insurance
rate/rule filings for adherence to actuarial principles and compliance with the
Annotated Code of Maryland Insurance Article and COMAR. This position conducts
surveys, special studies, data calls and prepares reports as required. This
position also provides actuarial perspective and recommendations to the
Property and Casualty (P&C) Division staff and other sections of the MIA with
respect to the Insurance Article, COMAR, MIA policy and legislation;
and may provide testimony in support of the analysis or opinions at rate
hearings as needed. The Senior Actuary will utilize various types of software to
perform job functions.
The Senior Actuary, Property and Casualty position does not
involve supervisory responsibilities, but may assist in the training of
actuarial interns. The Senior Actuary, Property & Casualty will report to the
Chief Actuary, Property and Casualty.
MINIMUM QUALIFICATIONS
- Bachelor's degree from an accredited college or university;
- A minimum of five (5) years of property/casualty actuarial experience; and
- Associate through Fellowship standing in the Casualty Actuarial Society, and membership in the American Academy of Actuaries.
DESIRED OR PREFERRED QUALIFICATIONS
- Understanding of property and casualty insurance ratemaking procedures and rate regulatory statues.
- Strong analytical, mathematical, problem solving, and written and verbal communication skills.
- Computer skills and experience with database applications.
