Main Purpose of Job

The Deputy Chief of Staff coordinates and advances the work of the Office of the Secretary. The successful candidate will be an integral member of the executive team and work closely with the various DBM divisions. The position ensures the seamless management of strategies in planning, communications, and maintains effective partnerships across State government. The position serves as a trusted adviser and represents Executive Leadership in delegated projects and initiatives designed to achieve the Moore-Miller Administration’s priorities and objectives. This is a special appointment position and serves at the pleasure of the appointing authority. The position is located at 45 Calvert Street, Annapolis, MD, but may work a hybrid telework schedule.

POSITION DUTIES

Assists DBM leadership and senior DBM staff in the establishment of strategic and operational goals.  Develops and implements processes, standards, and operational plans to assist in meeting strategic and operational goals.

 

Coordinates and assists in the preparation of pre-decisional briefing materials and documents, public testimony, and correspondence.

 

Represents the Chief of Staff and Executive Leadership in meetings and participates on ad hoc committees and works collaboratively with DBM and external agency staff on a variety of initiatives.

MINIMUM QUALIFICATIONS

Six years of professional work experience, including demonstrated project management experience;

or

A Bachelor’s degree from an accredited college or university and two years of professional work experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong organizational skills.

Project management skills.

Familiarity with the legislative process on a national, state, or local level.

Ability to thoroughly identify, research, analyze, and address a wide variety of issues and problems in a high-intensity setting.

Excellent written and oral communications skills.

Ability to gather data, compile information, prepare reports, and prioritize and perform complex tasks on multiple projects.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
