POSITION DUTIES

The Comptroller’s General Accounting Division is looking for a Program Manager, Senior I to join our Financial Reporting Team. The successful candidate will be self-motivated, detailed oriented, and intellectually curious. Most importantly, they will be a collaborator and partner who will help to support the General Accounting Division. This position oversees the Accounting Systems & Operations unit of the Financial Reporting section of the General Accounting Division. This includes evaluating, developing and implementing statewide accounting policies, procedures and practices for the efficient recording and reporting of the State’s financial information in accordance with statutory requirements and Generally Accepted Accounting Principles. Critical to this role is the preparation of the Annual Comprehensive Financial Report (ACFR) for each fiscal year. The incumbent must complete the ACFR in a timely manner in order to maintain the State of Maryland’s triple AAA bond rating. If not completed timely, it will have a huge impact on the State of Maryland. For example, if the triple AAA bond rating is lost, the State’s interest rate for borrowing funds will increase. This in essence will mean higher interest expenses and have a negative impact on the State’s General Fund. The General Accounting Division (GAD) has maintained the State a triple AAA bond rating and the Governmental Finance Officers Association has awarded GAD the Certificate of Excellence for Financial Reporting for decades.
