Main Purpose of Job

The Program Manager, III (Division Chief) directs and coordinates all Animal Feeding Operations (AFO) program activities in a manner consistent with MDE’s mission to protect the public health, environment, and the state’s natural resources from agricultural feeding operations, particularly concentrated animal feeding operations (CAFOs), while promoting the state's poultry and other agricultural industries. The Division Chief works directly with the U.S. Environmental Protection Agency (EPA) Region 3 regarding MDE's administration of the General Discharge Permit for Animal Feeding Operations to ensure consistency with the federal Clean Water Act and National Pollution Discharge Elimination System (NPDES) requirements. This position oversees supervisory and non-supervisory natural resource planners and environmental compliance specialists; and is responsible for coordinating with other MDE programs and state agencies such as the Maryland Department of Agriculture and the University of Maryland Agriculture Extension, engaging federal partners and external customers and stakeholders, and facilitating partnerships with neighboring states. Also, the Division Chief routinely engages in farmer education and other outreach and activities; and represents MDE at local, regional and national agriculture and water quality meetings, forums, and conferences.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Five years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

 NOTES: 

(1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education. 

(2) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

DESIRED OR PREFERRED QUALIFICATIONS

  • Technical expertise developing and/or implementing or providing consulting services for or managing projects involving NPDES permits and water quality regulations.
  • Natural Resources Conservation, or science based nutrient management.
  • Experience implementing Concentrated Animal Feeding Operation regulatory programs in MD or other states.
  • Experience working for or with the U.S. Environmental Protection Agency's Office of Wastewater Management, the University of Maryland Agriculture Extension - Agriculture & Natural Resources or other college or University Agriculture and/or Natural Resources extension program, or the U.S. Natural Resources Conservation Service or Maryland Department of Agriculture.
  • An ability to explain technically complex concepts such as the federal Clean Water Act and NPDES permitting and regulations, and state water pollution control and nutrient management law and regulations as they apply to animal feeding operations, to a broad audience and provide technical assistance to farmers and conduct farm visits.
  • Strong communication skills to engage a wide variety of stakeholders, including farmers, environmental groups, the public, and federal and State regulatory agencies.
  • Professional experience as an environmental Attorney, Hydrologist and/or Water Resources Engineer.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year
