Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Critical Area Commission. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
This position is responsible for managing and directing the work of the Project Consistency and
Review Team. The Project Consistency and Review Team supports and coordinates all local and
State project reviews that occur within the Critical Area. This position will ensure the Commission’s
position is consistent across all 64 local jurisdictions as it relates to project review, identify
implementation issues at the State and local level, and work collaboratively with the Education and
Program Implementation Team and the Regulation Team to develop strategies and regulations to
correct project review issues. This position will also provide oversight on special projects as needed
such as integrating climate resiliency into shorelines and buffers, or improving stormwater
management in the face of climate change in the Critical Area. Finally, the position will flag when
legal intervention may be appropriate as it relates to project approvals and enforcement.
This position is eligible for hybrid telework in compliance with the current Maryland State Telework
Policy and DNR Telework Memorandum. Regardless of teleworking status, all assigned duties shall
be performed as described including field work, outside meetings, and attendance at public boards
and hearings. During teleworking hours, this staff member is responsible to be available within
agreed upon working hours, maintain contact with supervisors during working hours, and track daily
tasks completed via email. This staff member is expected to use appropriate and professional
discretion in determining virtual versus in-person meetings and discussion and whether supervisory
duties dictate additional or adjusted time in the office.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural
resources planning, management, or development.
Experience: Seven years of experience in natural resources planning or an applied environmental science.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological or environmental
sciences and one year of experience in natural resources planning or applied environmental science for the
required education.
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a
natural resources planning, management, administration, development, environmental urban or regional
planning; resources economics or development; environmental system management; water or land resources
planning and management; environmental landscape architecture; or the physical, chemical, biological or
environmental sciences for up to three years of the required experience.
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in
natural resources planning, management, administration, development, environmental urban or regional
planning; resources economics or development; environmental system management; water or land resources
planning and management; environmental landscape architecture; or the physical, chemical, biological or
environmental sciences for up to five years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience taking lead on projects, including but not limited to providing guidance, providing feedback and directing outcomes.
- Experience in Salesforce, including managing cases and assigning projects
