Main Purpose of Job

The main purpose of this position is to serve as Assistant Director of Child and Adult Welfare Services for the Anne Arundel Department of Social Services with the overall responsibility for approximately 60 service staff. The position will directly supervise one CPS Program Manager who is responsible for all of the Child Protective Services, Child and Adult Screening, as well as directly supervise the CAC program, and Adult Services. This position provides direction, planning, evaluation, and coordination to the child welfare and adult services programs. 

POSITION DUTIES

Oversight and Management
  • Provides comprehensive planning, coordination, evaluation, monitoring, policy and decision making for all service programs operated by the Anne Arundel County Department of Social Services, to ensure compliance with State and federal laws regulations. 
  • Develops, recommends, and implements management improvements to existing or new systems so as to maximize the efficiency and effectiveness of the agency in accomplishing its mission.  
  • Provides customer service to both internal and external customs that meets or exceeds the standards set by the Department. 
  • Cultivates a culture of inclusion for all employees that respects their individual strengths, views, and experiences. 
  • Oversees County and State budgets allocated for the operation of programs carried out by this Division to maintain spending within allocated budget. 
  • Evaluates the effectiveness of program including the establishment and implementation of annual goals and objectives for the Services Division to determine if program improvements need to be made.  
Supervision of Direct Reports
  • Provides management direction, coordination, and consultation with the Assistant Director of Child Welfare Services with regard to caseworker decisions, budgetary actions, strategic planning, legislative initiatives, and continuous quality improvement.
  • Provides general and clinical supervision to service supervisors to review casework decisions and ensure compliance with State and federal policies.

MINIMUM QUALIFICATIONS

Education: Master's Degree in Social Work from an accredited college or university.

Experience: 5 years of management experience in child welfare, with 2 years of experience  as a Licensed Clinical Social Worker (LCSW) or Independent Practitioner.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications: 
1.) Three Years of experience creating and implementing policies and procedures. 
2.) Three Years of Program or Project Management experience.  
3.) One year of experience monitoring and tracking program budget and expenditures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

LCSW-C or LMSW Independent Practitioner Licensure.

Personal Leave - new State employees are awarded six (6) personnel days  annually  (prorated based on start date).
Annual Leave - ten (10) days of accumulated annual leave per year.
Sick Leave - fifteen (15) days of accumulated sick leave per year.  
Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
Holidays - State employees also celebrate at least twelve (12) holidays per year.  
Pension - State employees earn credit towards a retirement pension.
