Main Purpose of Job

The main purpose of this position is to direct the Maryland Fisheries Service Striped Bass Stock Assessment Program. This Program is responsible for the collection, compilation, analysis, and dissemination of assessment data for Chesapeake Bay and Atlantic Ocean striped bass and their associated habitat found throughout Maryland’s Chesapeake Bay and the subsequent development of appropriate management recommendations. This Program directs Fishing and Boating Services participation in cooperative management activities among coastal states regarding striped bass stocks via interstate, quasi-governmental bodies. This position plans, organizes, and supervises the activities of technical personnel; reviews and prepares technical reports and related Program documents; may provide occasional administrative assistance to the Recreational Harvest Data Program.

This position serves as the Department of Natural Resources staff specialist for Maryland's state fish, the striped bass, and represents the State at scientific conferences, hearings, and other meetings concerning state and coast wide striped bass management. This position is specifically responsible for the design, implementation and management of technical stock assessment surveys for striped bass and other finfish in Maryland; the design, implementation and assessment of monitoring programs for striped bass fisheries in Maryland waters; the supervision of professional, technical personnel associated with these activities; evaluation of survey data and the supervision of data analysis. This position coordinates the provision of data sets, information and recommendations derived from these activities to the Department administrators, and various interstate and federal committees. The information from these surveys is required for effective management of striped bass stocks in Maryland and along the east coast and assures compliance with Atlantic States Marine Fisheries Commission (ASMFC) requirements.

POSITION DUTIES

The Department of Natural Resources, Fishing and Boating Services located in Annapolis Maryland, is currently accepting applications for Program Manager I (Striped Bass Program Manager). The main purpose of this position is to direct the Maryland Fisheries Service Striped Bass Stock Assessment Program. This Program is responsible for the collection, compilation, analysis, and dissemination of assessment data for Chesapeake Bay and Atlantic Ocean striped bass and their associated habitat found throughout Maryland’s Chesapeake Bay. MINIMUM QUALIFICATIONS

Six years of professional experience conducting research and analysis in the fields of biology, biochemistry, environmental science, natural science, natural resources management, botany, marine biology, marine ecology, physical oceanography, ichthyology, fisheries management, wildlife management or zoology and six years of experience in performing professional biological work in the field of natural resources management.

Notes:
1. Candidates may substitute the possession of a Bachelor’s degree in biology, environmental aquaculture, natural science, natural resources management, botany, marine biology, marine ecology or physical oceanography, ichthyology, fisheries management, wildlife management, zoology, or a natural resources management related field of study from an accredited college or university and four years of experience in performing professional biological work in the field of natural resources management for the required experience.

2. Candidates may substitute graduate education beyond a Bachelors degree from an accredited college or university in a natural resources related field of study as described above at the rate of 15 graduate credit hours for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the natural resources management and biological sciences classifications or natural resources

SELECTIVE QUALIFICATIONS

  • Two years of experience leading or supervising employees. 
  • Two years of professional experience working with intra and inter agency managers and professionals from such agencies as the Atlantic States Marine Fisheries Commission (ASMFC) or the Mid-Atlantic Fishery Management Council (MAFMC). 
  • One year of professional experience relating to stock assessment, fisheries management and/or marine sciences. 
  • Applicants must be thoroughly familiar with computer and software applications such as SAS, R, Excel, Word, PowerPoint and Adobe Acrobat.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working with governmental or non-governmental science and environmental groups, natural resource stakeholder groups, commercial and recreational fishermen. 
  • Coursework relating to fisheries and/or marine sciences. 
  • Coursework relating to program management and supervision.
  • Substantial program/project management experience.
  • Experience in the following areas: meeting facilitation, coordination and outreach skill; public speaking presentation experience. 
  • Knowledge of the biology / life history of striped bass in Chesapeake Bay and the Atlantic coast.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Persons in this position may be assigned duties which require the operation of an automobile or other motor vehicle. Employees assigned such duties will be required to possess the appropriate operator’s license valid in the State of Maryland.
