LOCATION OF POSITION
The Maryland Public Secondary Schools Athletic
Association (MPSSAA) provides participation opportunities in compliance of the
State Board of Education Athletic Regulations.
The MPSSAA provides for 118,000 student participants in 200 member
schools with over 5,000 contest officials, 10,000 high school coaches, and 24
state tournaments for all 24 local school systems.
This contractual position provides technical
assistance to local school systems, state tournament committees, MPSSAA
standing committees, compliance with state regulations, maintain communication
channels, assist in fiscal management, grant funding, and sanctioning of athletic
contests.
The position assists in the organization and
administration of the 24 State tournaments with emphasis on fiscal and media
relation responsibilities. The position
promotes high school sports and informs the general public on the cyclical
schedule of athletic events for orderly, safe conduct of high school athletes
across the State.
The position assists
in representing the interest of Maryland high schools to the National Federation
of State High School Associations. The
position assists in the promotion of the goals and objectives of the
Association and school improvement.
Main Purpose of Job

POSITION DUTIES
Provide
technical assistance in the coordination of activities authorized under COMAR
on behalf of the public high schools in the State.
- Serves as a primary MPSSAA office liaison and point of contact for MPSSAA sport and standing committees and member schools for MPSSAA interscholastic athletic programs.
- Prepares and/or revises the annual MPSSAA Calendar, Schedules MPSSAA sport and standing committee meetings, and assists with the updating of the MPSSAA member school directory for the MPSSAA Handbook.
- Develops, maintains, and communicates consistent responsibilities of member school district representatives and regional directors.
- Records clear and detailed minutes of selected advisory, sport standing, and steering committee meetings including assisting the Executive Director with minutes for the MPSSAA Executive Council and Board of Control.
- Provides technical assistance in fiscal management, including monthly reconciliation and tournament financial recaps.
- Oversees the initiation of potential Grant funding internally and externally and provides technical assistance to potential applicants.
- Coordinates with the Assistant Director on the processing of sanction applications for member school interscholastic competition.
- Serves as the primary contact related to MPSSAA social media and updates relevant information in a timely manner.
- Provides technical assistance for the compliance of member schools with MPSSAA and State policies/regulations, MPSSAA Medical Advisory Committee policies and policies for responding to information and reports for the National Federation of State High Schools.
- Manages the MPSSAA Sportsmanship program, including promotion of appreciation weeks, sportsmanship data, and MPSSAA postings of the sportsmanship program.
- Ensures member school compliance of regular season and postseason score reporting, MPSSAA standings, championships central pages on the MPSSAA website, and championship brackets for each MPSSAA administered sport.
- Serves as the Compliance Coordinator for the MPSSAA annual participation survey and Fitness and Athletic Equity Act reporting and serves as the Initial reviewer of member school violations.
- Serves as a liaison to the MPSSAA Appeals Committee, scheduling, communicating, and preparing documents for Appeals hearings and to the MPSSAA Constitution Committee, scheduling, communicating, and preparing documents related to amendments of MPSSAA Bylaws.
- Serves as primary point of contact with the MPSSAA Equity Committee and member school compliance with Equity Committee recommendations and guidelines and provides technical assistance to MSDE for the completion of the Fitness and Athletic Equity Act annual report.
- Sustains direct responsibility for complying with State Board of Education regulations by review, interpretation in consultation with the Executive Director, and correspondence with member school leaders.
MINIMUM QUALIFICATIONS
Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework in Education, Educational Administration/Supervision, Athletic Administration, or a closely related field.
Experience: Three (3) years
of professional administrative, coaching, and/or teaching experience in or
affiliated with an education program including two (2) years of experience in
coordinating or administering an athletic program or service directly related
to the position. Leadership experience with a secondary school interscholastic
athletic program is preferred.

- Candidates may substitute two additional years of experience as described above for the required education.

SELECTIVE QUALIFICATIONS
One year of coaching or athletic administration
experience in a school-based athletic program.

- Knowledge of trends, regulations, and policies affecting School athletics programs and the connection of student athlete academic performance.
- Skill in managing multiple tasks and time sensitive deadlines.
- Skill in organizing multiple schedules.
- Skill in implementing, monitoring and evaluating, and providing high quality and service-level-based support and technical assistance for athletics programs.
- Skill in supporting, enforcing, and providing sound guidance and interpretation of policies, rules, and regulations.
- Skill collaborating with diverse communities and organizations for the purpose of implementing programs and strategies.
- Ability to resolve conflict and communicate effectively both orally and in writing.
- Ability to organize and manage multiple tasks and time sensitive deadlines.
- Ability to work as a team member and establish and maintain effective working relationships.
- Ability to communicate effectively, both orally and in writing.
