Main Purpose of Job

This position serves as the Director of the Office of Government Affairs for the Maryland Department of Public Safety and Correctional Services (DPSCS). The incumbent will be responsible for the Department’s legislative activities and intergovernmental relations. The incumbent is also the primary staff member responsible for the Department's federal legislative activities. Additionally, the incumbent is privy to sensitive and confidential information and must exercise discretion.

This is a Political Special Appointment position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

The Director will coordinate the State legislative process for DPSCS Management. This includes taking the lead role in the development of the Department’s legislative package; reviewing and tracking draft legislation with budgetary and operational impacts. The Director will also review fiscal impact statements for pending legislation; prepare and review legislative letters; and compose agency testimony.  The Director will be involved in tracking various reporting requirements set by the General Assembly and will assist in analyzing impacts of legislative changes. The incumbent will:
  • Focus on the Department's mission and communicate the Secretary's vision to other employees and members of the public.
  • Review/revise legislative proposals drafted by other members of the Department or agencies within the Department.
  • Coordinate all responses to Joint Chairmen's Report and Annual Reports on behalf of the Secretary.
  • Serve as an official spokesperson and representative of the Secretary and various agency heads providing information to the members of the General Assembly and their respective staff.
  • Provide assistance to legislators in addressing constituent concerns relating to the Department of Public Safety and Correctional Services.
  • Develop and lead special projects as directed by the Chief of Staff.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor's degree from an accredited college or university.  

Experience: Three (3) years of professional experience in government relations, to include regulatory experience as a lead legislative staff member, a legislative analyst or lobbyist in the public or private sector.

Note:  Candidates may substitute additional experience as outlined above on a year-for-year basis for up to four (4) years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference May Be Given to Those Who Possess the Following:

Bachelor’s degree in in Public Administration, Political Science, Public Policy, Law, or a related field.

Working knowledge and/or experience with Maryland's legislative and budget processes and procedures.

Demonstrated strategic planning and project management skills.
