Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Office of the Secretary. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The Resilient Systems Officer (RSO) is responsible
for advising the Secretary and Executive leadership on how to build resilience to climate
change across our terrestrial and aquatic systems in Maryland. The RSO will also focus on
coordinating resilience efforts throughout the agency and help build connections between
divisions and units. They will assist in developing complex projects and provide assistance in
access to funding. The RSO will provide oversight of $50 million in federal and state funding
and coordinate multi-agency partnerships to enhance Maryland’s resilience to climate change
and to restore natural carbon sinks. The RSO will also build partnerships with communities,
local governments, NGOs and private businesses to assist in expanding resilience for
communities throughout the state. The RSO will also coordinate across agencies and with
federal partners to leverage other funding streams and programs and to align climate
adaptation planning efforts. The RSO may directly oversee 1-2 staff that support resilience
initiatives.
POSITION DUTIES
The Department of Natural Resources, Office of the Secretary, Annapolis is currently accepting applications for a Designated Administrative Program Manager III.
The Resilient Systems Officer (RSO) is responsible for advising the Secretary and Executive leadership on how to build resilience to climate change across our terrestrial and aquatic systems in Maryland. The Department leads Maryland in securing a sustainable future for our environment, society, and economy by preserving, protecting, restoring, or enhancing the State’s natural resources. The Department proudly works alongside state coalitions, non-governmental organizations, and state agencies to focus on building a climate resilient Maryland. Currently, the Department is preparing to: implement the Next Generation Adaptation Plan, a cross-agency effort that outlines priority adaptation actions for the next 10-years; support the development of a Statewide Resilience Strategy, being spearheaded by the Maryland Department of Emergency Management’s Office of Resilience; and, implement strategies to support Maryland’s Climate Pollution Reduction Plan, including a federally-funded project to support carbon sequestration through the restoration of natural habitats.
The RSO is responsible for providing subject matter expertise on climate adaptation issues and advising the Secretary and Executive leadership on how to increase climate resilience outcomes for Maryland’s natural resources and communities. The RSO has the primary responsibilities of:
- Guiding the Department’s climate adaptation, resilience, and mitigation initiatives to fulfill legislative mandates, policy directives, and DNR goals and objectives.
- Developing and implementing statewide policies, plans, and strategies to enhance the climate resilience of Maryland’s ecosystems and communities.
- Coordinating resilience efforts throughout the agency and helping to build connections between divisions and units.
- Leading initiatives to model climate adaptation using state lands.
- Applying for federal funding to support the Department’s climate adaptation and mitigation initiatives.
- Overseeing federally funded grants, including a $43 million award to restore natural carbon sinks.
- Coordinating multi-agency partnerships and leveraging alternative funding streams and programs to enhance Maryland’s resilience to climate change and to restore natural carbon sinks.
- Building partnerships with communities, local governments, NGOs, and private businesses to assist in expanding resilience for communities throughout the state.
- Working closely with the Department’s Environmental Justice Officer to ensure climate adaptation efforts equitably support underserved and overburdened communities.
- Strengthening the Department’s access to and integration of climate science into management efforts and funding decisions.
- Representing the Department’s climate work at regional and national events and state, regional, and national working groups focused on climate resilience and adaptation.
- Supervising and providing directional support to 1-2 staff to aid professional development and to ensure delivery of state and departmental climate goals.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Seven (7) years of experience in climate resilience and adaptation and/or natural resource management.
Note:
1. Candidates may substitute a Master’s degree from an accredited college or university in Ecology, Natural Resources, Coastal or Environmental Policy, Natural Resource Management, Biology, Environmental Science, Geography, Environmental Law, or other environmental related field for the required general experience at the rate of two years of the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience developing and directing climate adaptation and resilience initiatives that include coordination with internal programs, federal, state, and local governments, non-profits, academic institutions, and/or community and private sector interests.
- Experience developing and leading climate resilience research, policy, and/or management projects, that consider the diversity, equity, inclusion, and justice implications of the work.
- Excellent written and oral communication and organizational skills.
- Successful track record of public grant writing to support climate adaptation work.
- Team player that strategizes collaboratively and cooperatively yet works independently to meet deadlines and produce results.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
