Main Purpose of Job
The Director, High Quality Instructional Materials (HQIM) provides program leadership and coordination to support the HQIM initiative team to develop, implement, and evaluate the HQIM program components ranging from identifying HQIM to supporting districts with adopting and implementing HQIM. This position provides HQIM leadership and coordination support to the initiative in alignment with Maryland statutes and regulations and federal requirements for curricular design, instructional implementation, assessment, and professional learning. The Director, HQIM will support the Executive Director, Professional Learning and HQIM to provide high-quality, sustained engagement with LEAs and other key stakeholders (i.e., institutions of higher education, nonprofits; community-based programs etc.) in supporting the adoption and implementation of HQIM to ensure that Maryland students, including and especially those who have been historically underserved are receiving rigorous content and high-quality curriculum aligned instruction.
POSITION DUTIES
Provides program leadership and coordination support to the HQIM initiative team to develop, implement, and evaluate the HQIM program components: Signaling, adoption, and implementation.
- Supports HQIM and instructional programs teams in developing and implementing a system to rate instructional materials and deliver strong, evidence-based reports on instructional materials quality to the stakeholders across the state.
- Supports the HQIM and instructional programs teams with the development and facilitation of high-quality professional learning and technical assistance to build the capacity of LEAs to adopt and implement HQIM, through the facilitation of vendor/contract management.
- Supports HQIM identification and reporting workstreams to clearly signal to LEAs and stakeholders what constitutes ‘high-quality’ in the state of Maryland.
- Provides leadership and coordination supports to the educator-led instructional materials review process to ensure that Maryland’s review system continues to focus on materials that build student knowledge in a manner that is culturally and linguistically affirming for students.
- Provides contract management support to the HQIM initiative team and proactively manages vendor budgets, expectations, deliverables, and timelines.
- Ensures the integration of Universal Design for Learning Guidelines and Benchmarks of Quality into HQIM adoption and implementation considerations and remains current on changes related to supporting all learners and accelerate learning.
- Coordinates the review and evaluation of HQIM to ensure alignment to State standards and makes stakeholder recommendations on HQIM selection.
- Monitors and updates HQIM resources on the MSDE website and ensures the use of social media and press releases to celebrate and promote HQIM initiatives in close collaboration with MSDE’s Office of Communications and Community Engagement.
- Provides leadership and guidance in the development and deployment of professional learning grounded in the skillful use of HQIM to support the implementation of evidence-based curricula.
- Develops and maintains a multi-year plan for professional learning that is informed by data, input from stakeholders, and aligned with the Blueprint for Maryland’s Future and multiyear Strategic Plan.
- Leads communities of practice, stakeholder focus groups, committees, and work groups related to developing state-wide data-based HQIM initiatives.
- Provides leadership in working collaboratively with offices, departments, and branches to plan, coordinate, evaluate, and align HQIM professional learning.
- In collaboration with MSDE’s Office of Research, Planning, and Program Evaluation, annually collects data to monitor adoption and implementation of HQIM in compliance with the Blueprint for Maryland’s Future.
- Develops and implements systems for measuring the quality of implementation of HQIM and participation in HQIM professional learning opportunities to improve offerings to LEAs.
- Supports the preparation of responses on behalf of MSDE leadership, the State Superintendent of School, the State Board of Education, and the Governor’s office, and other key leaders across the State.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s Degree in Education or a related area from an accredited college or university.
Experience: Five (5) years or more years of experience in managing and leading programs for evaluating HQIM or related programs for school leaders and teachers in prekindergarten through 12 settings. One year of this experience must include supervising and/or coaching professional education staff.

- Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work in Education, Education Administration, professional development or a related area for two years of the required experience directly related to the position.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one year of which must have been in an administrative supervisory or consultative capacity.

- Experience in supporting the adoption, implementation, and educator usage of high-quality instructional materials (HQIM) at the district or State level.
- Knowledge of HQIM and instructional programs.
- Knowledge and experience with leading collaborative groups, such as professional learning communities, data-dialogue, lesson internalization study and peer observation.
- Knowledge of State and national trends, regulations, policies, and issues affecting signaling, adopting, and implementing HQIM.
- Knowledge of reviewer recruitment, training and support.
- Skill in supporting HQIM implementation for prekindergarten through 12th grade educators and school leaders.
- Skill establishing a system for assessing implementation of HQIM for continuous improvement, developing organizational structures that align and support HQIM with high-quality professional learning.
- Skill collaborating with diverse communities and organizations for the purpose of implementing programs and strategies.
- Skill managing multiple project timelines simultaneously.
- Ability to collaborate with other States to identify elements of HQIM.
- Ability to interpret and apply learning standards, policies, and regulations.
- Ability to work as a team member and establish and maintain effective working relationships.
- Ability to communicate effectively, both orally and in writing.
