Main Purpose of Job
This position requires knowledge of the Individuals with
Disabilities Act (IDEA) and State and federal special education regulations
specifically related to compliance and management of IDEA Part B 611 and 619
funds, grant processes and procedures, fiscal management, and skill in the
supervision and evaluation of personnel.
This position will provide general supervision and oversight to
fiscal grant specialists in their fiscal and programmatic support of and technical
assistance to Local Education Agencies (LEAs), public agencies (PAs),
Non-Profit Organizations and Institutions of Higher Education (IHEs) in the
administration of the IDEA Part B grants; implementation of Federal and State
assurances, administrative and audit requirements supporting public agency
efforts to improve school and student performance with an emphasis on narrowing
the access, opportunity, and achievement gaps for students with disabilities;
development of procedural guidance publications, and statewide technical
assistance to LEAs. In addition, the position will serve as the programmatic
and fiscal lead for the ongoing oversight of the mandatory 15 percent set aside
of IDEA, Part B 611 and 619 funds to provide comprehensive coordinated early
intervening services (CCEIS) to address factors contributing to a local
determination of significant disproportionality. (See 34 CFR §300.646 (c) and
(d).)
POSITION DUTIES
Provide direct supervision and oversight
to fiscal grant specialist for the implementation of the following roles and
responsibilities aligned with their fiscal and programmatic support of and
technical assistance to grantees receiving IDEA Part C, Part B passthrough
and/or discretionary funding for the implementation of services for students
with disabilities in accordance with federal and State regulations.
- Supports RMMB personnel in the implementation of the Division’s RMMB Standard Operating Procedures including the use of the grants database, NOGA system, and related reporting processes to ensure accurate programmatic and financial reporting.
- Serves as the fiscal lead for the ongoing oversight of the mandatory 15 percent set aside of IDEA, Part B 611 and 619 funds to provide comprehensive coordinated early intervening services.
- Conducts and manages all aspects of on-site sub-recipient monitoring/desk reviews of LEAs, PAs, Non-LEAs, and IHEs consistent with COMAR, IDEA, Edgar, and applicable OMB guidance.
- Prepares proposals to the Branch Chief and Assistant State Superintendent for initial development and/or revision to IDEA Part B LAFF, Part C CLIG and Discretionary Grant Proposals or Applications.
- Collaborates with the MSDE Office of Grants Administration to develop, release, and market MSDE Part B formula and non-formula grants.
- Facilitates job-embedded professional learning to Division personnel for the effective and accurate development, implementation, and evaluation of programmatic and fiscal grant management and support to grantees.
MINIMUM QUALIFICATIONS
EDUCATION:
A Bachelor’s degree in in Special Education, Education,
Related Services, Education Administration-Supervision or a related field.
EXPERIENCE: Four years of administrative or teaching experience in or
affiliated with special education or early intervention, or fiscal management
of federal grants. Experience coordinating or administering programs related to
services for individuals with disabilities and their families is preferred.
Notes:
- Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post baccalaureate course work in Education or a related area for the two years of required experience directly related to the position option.
- Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for three years of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of experience
in a Special Education program.

- Knowledge of compliance and fiscal management of federal grant awards; skill in collecting and managing data and information

- Skill organizing and managing multiple tasks; ability to establish and maintain harmonious working relationships with internal and external stakeholders
- Ability to communicate clearly and effectively both orally and in writing, through the presentation of concise yet comprehensive training, analyses, and reports.
