Main Purpose of Job

This position will stand up and lead MDH’s Assisted Outpatient Treatment Program, a behavioral health program created by MD General Assembly (HB576/SB453) that directly furthers the Department’s mission of ensuring the right level of care for Marylanders in need. Currently, involuntary behavioral health treatment can only be delivered in an inpatient setting. Through a court order, AOT allows for involuntary treatment to be delivered to a subset of individuals in the community. AOT is another tool in the behavioral health treatment continuum for providers of certain individuals that are unable to adhere to traditional community based services. A clinician is desired for the development and implementation of Maryland’s AOT program to ensure that appropriate clinical standards and quality measures are developed.

The Director is responsible for management and supervision of staff for this new program and will lead the development and implementation of a statewide AOT program. The Director is responsible for coordinating and directing planning and implementation of local AOT programs through the development of standards and promulgation of regulations. They will also be responsible for implementation of a state program for certain local jurisdictions and will be responsible for developing short and long-term strategies in partnership with other State, local, and community-based stakeholders.

This position will play a large role in developing internal and external partnerships, crafting communications, establishing mechanisms for collection, interpretation, and dissemination of data, and ensuring responsible and meaningful use of fiscal resources.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a degree in medicine from an accredited medical school, a current Maryland Physician license and board certification in a relevant specialty and at least 5 years of clinical experience of which three years must include leadership and management experience in the healthcare industry.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Knowledge of Maryland's Public Behavioral Health System; 
  • Knowledge of civil commitment processes and procedures; 
  • Experience with the legislative process and policy implications for behavioral health; and/or, 
  • Experience managing teams in a large matrixed environment with competing deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Applicants for this classification must be certified by an American Medical Association Specialty Board in an area of medical specialization.

2.  Applicants for this classification must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current registration must be attached to the application.
