The overall purpose and objective of the Regulatory and Compliance Engineer III position is to implement water appropriation and use laws and regulations by establishing and writing testing criteria for ground and surface water appropriation applications, providing oversight during the testing process, reviewing and analyzing test results, evaluating the extent of impacts of proposed water uses on the State’s water resources and other users of the resource. The incumbent in this position will conduct technical reviews and analyze technical reports submitted by local governments, engineering firms, hydrogeologists, and other applicants for compliance with testing requirements and water appropriation laws and regulations. The incumbent will use the results of his/her technical analysis and the applicable regulatory and statutory requirements to recommend granting or denying permit applications. The incumbent will also prepare and recommend specific permit conditions for resource conservation and  protection of other users. The incumbent will provide water resource engineering support for the protection, development, management, utilization, and conservation of the State’s water supply resources. The incumbent will work to ensure the safety and reliability of public drinking water sources, through risk identification, and guide local governments and water suppliers for reducing such risks. The incumbent will review proposed modifications to County Water and Sewer Plans (water supply portions) and write comments identifying concerns related to water supply sustainability, practicality, or other water resource issues. The incumbent will be required to write letters, memos, emails, and reports to carry out its functions.

The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. The incumbent is required to travel to field locations for field observation, data collection, and the supervision of hydrogeologic testing.   The work involves exposure to hazardous conditions which may result in injury. Field locations may involve rough, rocky, or wet terrain.  Work may involve entering into mines/quarries and in the vicinity of water intake or water outfall structures.  Visits to streams often involve climbing down steeps, slippery embankments, as well as danger from various animals encountered. Work requires the use of protective equipment such as goggles, gloves, masks, etc.  

The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Two years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland, or in a state with comparable requirements for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

It is preferred that the selected candidate has the following:

 

• Proficiency in technical writing, science communication, and conflict management;
• Expertise in data analysis and management;
• Experience evaluating surface water sources for sustainable yields and minimum flow requirements;
• Hydrogeological investigation experience and watershed modeling.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
