Introduction

***This position is part of a new Department. The Office of the Correctional Ombudsman; which became effective July 1, 2024.***

Provide independent prison oversight to protect the safety, health, and well-being of incarcerated people. The Office of the Correctional Ombudsperson acts as an independent set of eyes and ears for the public, opening up the otherwise closed world of prisons. The Office works to identify and address problems at the individual and system levels to ensure that people housed in both adult or juvenile corrections:   

  •  Are safe,   
  •  Have their medical and mental health needs addressed,   
  •  Have reasonable access to their loved ones, and   
  •  Are engaged in productive activities to prepare them to return to the community.    

This position is Management Service and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

This position serves as a Chief Budget and Finance Officer for the Office of the Correctional Ombudsman (OCO). This is the lead position, under the direct supervision of the Director of the OCO. This position is responsible for establishing and maintaining financial and management systems including: budget, accounting, finance/budgetary projections, auditing, expenditure control and monitoring, personnel (human resources), procurement, reporting, and compliance.

This position develops and implements financial goals, policies, procedures, and objectives in support of the OCO mission and staff.  

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience:  Five years of experience in governmental or nonprofit accounting. Two years of lead or supervisory experience in accounting is required.

Notes: 

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education. 

2. Candidates may substitute additional graduate education in Accounting or a related field at an accredited college or university, at the rate of thirty credit hours for up to one year of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work for up to one year of the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications:

  • Experience with FMIS, RSTARS, ADPICS or BARS
  • Experience with Workday or similar systems. 
  • Experience with the State of Maryland Budgetary Process.
