The Comptroller’s General Accounting Division is looking for Fiscal Accounts Technician II to join our AP & Administration Team. The successful candidate will be self-motivated, detailed oriented, and intellectually curious. Most importantly, they will be a collaborator and partner who will help to support the General Accounting Division. This position serves as a compliance auditor reviewing invoices to ensure payments are made to vendors in a manner consistent with State law, regulation, and policy. This role coordinates with the administrative unit managers of State agencies to provide guidance and support with accounts payable operations and ensures that timely payments are made to State of Maryland vendors and grantees. As a control agency, the General Accounting Division is a part of the State of Maryland Comptroller’s Office. The General Accounting Division provides accounting and fiscal support services to state agencies and the public while assisting the State Comptroller with meeting their Constitutional responsibilities. This includes responsibility to process all payments within 5 business days of receipt per Md. Code Ann. §2-211. The Compliance Audit section is located within the Payment Processing department of the General Accounting Division. It is responsible for the review and final approval of more than 2.3 million invoices annually, totaling approximately $65 billion. Audits are conducted to ensure that state agencies are in compliance with State of Maryland laws, rules, regulations, administrative policies, and procedures. The review also ensures accurate entry of invoice information into the statewide accounting system FMIS R*STARS. 

This position requires management of competing priorities and time sensitive payments, involving close collaboration with peers, unit managers, and state agencies to assist vendors and grantees of the State of Maryland in obtaining proper and timely payments, consistent with state law, regulation, and policy. It provides guidance and support to all accounts payable operations within state agencies.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

NOTES:

  1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.
  2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
