This is a contractual, position specific recruitment for the Maryland Department of Natural Resources, Wildlife and Heritage. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

This position serves as a restoration technician for the Natural Heritage Program, Wildlife and Heritage Service. The primary role of the restoration technician is to assist the State Restoration Ecologist and other natural area managers with the implementation of site management plans for high priority natural areas throughout Maryland, particularly using mechanical techniques and prescribed fire. As such, this position requires a broad understanding of ecological management principles and techniques utilized in restoring, maintaining, and monitoring natural communities and rare species populations.

The restoration technician must be skilled at project coordination and have excellent communication skills with others to ensure site management objectives are met in an appropriate, timely, and safe manner. The position requires vegetation identification skills, experience with vegetation control using mechanical, chemical, and prescribed fire techniques, and an extensive knowledge of field equipment use and maintenance.

POSITION DUTIES

The Department of Natural Resources, Wildlife and Heritage Service, Natural Heritage Program, is currently accepting applications for a long-term contractual Restoration Technician (Natural Resources Technician IV). This position is full-time (40 hours per week). This position will be based in Wye Mills, Maryland but projects will require travel throughout the State. The restoration technician must be skilled at project coordination and have excellent communication skills with others to ensure site management objectives are met in an appropriate, timely, and safe manner. Duties include the safe operation and maintenance of equipment, tree removal using chainsaws, woody plant and invasive species control using mechanical methods and/or herbicide applications, firebreak prep work using brush mowers/cutters and debris blowers, prescribed fire operations using UTVs and Type 6 engines equipped with water delivery systems, and rare species monitoring and mapping using GIS and field data collection methods.

MINIMUM QUALIFICATIONS

Experience: Five years of experience, three years of experience in technical biological work in the field of natural resources management and an additional two years of experience performing technical biological work in the field of forestry, arboriculture, wildlife, aquaculture, natural resources management, or fisheries.

Notes:

1. Candidates may substitute the completion of 60 credit hours from an accredited college or university, 18 credit hours must be in biology, biochemistry, environmental science, forest technology, arboriculture, aquaculture, natural science, natural resources management, botany, marine biology, marine ecology, physical oceanography, ichthyology, fisheries management, wildlife management, zoology, or a natural resources management related field of study and three years of experience in technical biological work in the field of natural resources management for the required experience.

2. Candidates may substitute additional education beyond the 60 credit hours from an accredited college or university in a natural resources related field of study on a year-for-year basis for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the biological science technician field of work on a year-for-year basis for the required education.   

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with natural resource land management
  • Experience in operating and maintaining equipment including chainsaws, brush cutters/mowers, debris blowers, herbicide sprayers, portable water pumps, and UTVs.
  • Experience with prescribed fire management and qualified as a Firefighter Type 2 (FFT2) including the completion of the following additional NWCG training courses: S-212 Wildland Chainsaws, S-211 Portable Pumps and Water Use, ATV/UTV Safety and Operations.
  • Ability to identify common invasive plant species of Maryland.
  • Experience with techniques and strategies to control non-native plant species.
  • Experience with GIS mapping and field data collection.
  • Ability and willingness to work in a team setting under a highly stressful and dynamic work environment.
  • Ability to perform heavy physical work in variable weather conditions, at remote locations, on difficult and hazardous terrain.
  • Excellent project coordination and communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of an automobile or other motor vehicle. Employees assigned such duties will be required to possess the appropriate operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
