Main Purpose of Job

The main purpose of this position is to provide public health expertise, leadership, and nurse consultation in the daily operations and long-term planning on promoting maternal and child health in the State of Maryland. This position will be responsible for providing clinical expertise and technical assistance in the day-to-day operations of assigned contractors in administering family planning and reproductive health services grants across the State ensuring that assigned contractors maintain the standards of practice mandated by the Federal and State Administrative and Clinical Guidelines. This position will also provide leadership and clinical expertise in the development and implementation of new programs and/or clinical initiatives, health care delivery or systems of care in maternal and child health and reproductive health. This position will work under limited supervision with considerable latitude for the use of initiative and independent judgment, reporting to the Reproductive Health Manager.

This position will perform the following duties:

1. Develops and evaluates systems of care for family planning and reproductive health.

2. Conducts on-site and desk reviews of assigned providers and facilities to determine regulation compliance and quality of care.

3. Provides education, training, and technical assistance.

4. Performs research, assessment and analysis of data.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse including two years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The selected candidate must have three years of experience providing family planning/reproductive health services.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience conducting training or technical assistance for clinical and/or non-clinical staff.

2. Experience conducting quality assurance/quality improvement initiatives, including using data for performance improvement.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
