POSITION DUTIES

The incumbent in this position serves as the MCPRS Property, Key Control, and Inventory Control Officer responsible for the effective management of the State’s property located at all MCPRS facilities, and the MCPRS Administration Building. The incumbent coordinates, administers, and supervises all programs designed for the Department’s receipt of new assets, inventory maintenance of current assets, and the disposal of surplus property.

Property and Inventory Control
  • Initiate and implement internal inventory control procedures.
  • Maintain documentation of physical inventory counts perform and submitted by accountable officers.
  • Coordinate and initiate action to take physical inventories of capital assets and other equipment.
  • Receive and review Excess Property Declarations from accountable officers to determine if the excess property is no longer needed, and to verify the accordance and completeness of the declaration.
  • Report missing and stolen property in accordance with Departmental procedures.
  • Attend any training required of an inventory control, key control, or fleet control coordinator.
  • Understand and interpret COMAR and DGS policy and procedure as it relates to property regulations.
  • Maintain knowledge and use of the applicable inventory tracking systems for recording and maintaining accountability of fixed assets.
  • Ensure legislative audit compliance.

  • Key Control
  • Maintain a current written master inventory of all building keys and locks, to include the location of each lock and the number of keys to that lock with the applicable identification number for all keys.
  • Conduct regular inspections of all building locks and keys.
  • Issue keys to employees as needed, and retrieve keys when no longer needed.

  • Fleet Coordinator
  • Maintain a written master inventory of vehicles (and keys) assigned to the MCPRS Admin Building.
  • Ensure proper Maintenance in accordance with Departmental policies.
  • Coordinate vehicle issuance, transfer, and disposal with representatives in the Office of Property and Fleet Management.


  • MINIMUM QUALIFICATIONS

    Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

    Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

    Experience: Two years of administrative staff or professional work.

    Notes:

    1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

    2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

    3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

    DESIRED OR PREFERRED QUALIFICATIONS

    Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

    1. Experience managing property and inventory control to include receipt of new assets, inventory maintenance of

    current assets, and the disposal of surplus property.

    2. Experience as a key control officer to include maintaining, issuing, and replacing building keys and locks.

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

    · Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
