Main Purpose of Job

The Office of Student Financial Assistance (OSFA) within the Maryland Higher Education Commission (MHEC) oversees a variety of financial assistance programs. Each program is categorized under a unit which is managed by a Program Manager. The Administrative Officer II is responsible for assisting the Staff Specialist I – Higher Education (also referred to as Program Manager) in the oversight, management and direction of all programs within the assigned unit and will be required to become knowledgeable and proficient of all programs and functions within the assigned unit. The Administrative Officer II will assist in serving as a 2nd subject matter lead for the unit and is responsible for assisting the Program Manager in ensuring that all processes are administered effectively and within the parameters of Commission policies and regulations. This position is responsible for assisting the Staff Specialist I in reviewing and updating program policies and procedures as well as providing training and support to administrative specialist III staff.

POSITION DUTIES

Assist in the oversight, management, and direction of the day-to-day tasks and operation functions for each program within the assigned unit. Operational functions include assisting the Staff Specialist I in reviewing statutory requirements and developing and/or updating policies and procedures as well as oversight and internal review of administration of all programs within assigned unit.In collaboration with the Program Manager, provide leadership, direction, and guidance for staff members in a lead worker capacity.Assisting the Program Manager in providing training and support to administrative specialist III staff within assigned unit. Assist with the analysis of current and proposed legislative policy implementation and changes for the Director, Commissioners, Secretary of Higher Education, and external stakeholders such as the Department of Legislative Services (DLS) and Department of Budget and Management (DBM).Monitor processes and timeline for each program within unit to ensure compliance with Maryland law and regulations and assist in the overall oversight of all programs within unit; maintain internal review process of administration of programs.Assist Staff Specialist I with implementation and testing of programs.Assisting in reporting technical issues to Associate Director of systems through proper channels and notify staff when technical issues are resolved. Report and troubleshoot technical issues in a timely manner.Assist in resolving findings of internal audit reviewsAct as a liaison between Staff Specialist I and Administrative Specialist and interim manager when needed.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Financial Aid Experience

2. Previous experience developing and/or updating policies and procedures

3. Procifiency in Microsoft Office Suite (Word, Excel, Powerpoint, etc.)

4. Previous Experience in Financial Management Software Systems (Banner, Peoplesoft, etc.)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
