Main Purpose of Job

The main purpose of this full-time contractual position is to provide programmatic support to the Newborn Metabolic and Critical Congenital Heart Disease (CCHD) Screening Program and potentially other programs in the Office for Children and Youth with Specific Health Care Needs. This position will assist with monitoring compliance with CCHD screening by abstracting information from the baby’s medical records and generating reports to be transmitted to the appropriate personnel at the birth facility. This position will also assist with monitoring compliance with the documentation of outcomes following a CCHD screen. This position will assist with data entry into the Maryland State laboratory database, StarLIMs, for specimens that have been reported as abnormal and have not been data entered by laboratory staff. This position will also assist with the migration of cases from RedCap and Excel spreadsheets into the StarLIMs follow-up management database that were reported by PerkinElmer Genetics during the eight months that the Maryland State Newborn Screening laboratory was disabled due to the MDH network security incident. This position will also assist with notifying submitters, provider offices, and parents of unsatisfactory specimens that must be repeated by sending a letter or fax. This position will also request, compile, and upload diagnostic data from provider/specialist offices.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work in a health care setting.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience in navigating, viewing and abstracting data from electronic medical records.

2. Experience/Knowledge of Microsoft office suite and Google Drive suite.

3. Experience providing positive customer service etiquette.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
