Main Purpose of Job
Facility Audit Team
The Office of the Inspector General - Quality Assurance Unit (QA), Facility Audit Team
performs a crucial and fundamental function for the Department in ensuring that DJS committed programs and detention facilities STATEWIDE, that provide residential and non-residential services to youth, are efficient and effective in implementing required standards, statutes, regulations, policies, administrative directives and best practices, pertaining to the care and safety of youth. The Facility Audit Team shall monitor the quality and sufficiency of services that are provided to DJS youth.
Facility audits are conducted in a manner that reinforces the mission of the Department and
provide the facility staff with technical assistance as requested. The Facility Audit Team shall audit and report findings to the Director of Quality Assurance for submission to the facilities and Executive Team.
Field Audit Team
The Office of the Inspector General - Quality Assurance Unit (QA), Field Audit Team performs a crucial and fundamental function for the Department in ensuring that DJS Field Offices
STATEWIDE comply with case management standards according to state law, federal law, state regulations, DJS policy and DJS directives utilizing an audit process designed to objectively and systematically review youth files. The Field Auditors will report the manner in which case management functions are performed, including, but not limited to planning and assessment, problem identification, outcome identification, monitoring and evaluating the quality of DJS case management practices, facilitation of dialogue between community services staff and senior managers and identifying systemic issues to improve case management practice and outcomes.

provide the field office staff with technical assistance as requested. The Field Audit Team shall audit and report findings to the Director of Quality Assurance for submission to the facilities and Executive Team.
POSITION DUTIES
The Quality Assurance Specialist will conduct quality
assurance audits to ensure compliance with standards required by
statute, regulations, policies, administrative directives and best practice to
ensure the health, safety and wellbeing of youth in care. The Quality Assurance
Specialist will provide technical assistance to either committed or detention
facility staff or the 32 Maryland field offices with assessing a program’s
quality and performance of services for you to include observation, case and
documentation review, youth and staff interviews, surveys, data collection and
analysis. Coordinate on-site implementation of quality assurance audits by
subject matter experts and peer representatives focusing on compliance with
policy, regulatory, statutory and professional standards of care for youth.
The Quality Assurance Specialist will assess policy,
statutory and regulatory compliance, facility and field operations, staffing
qualifications, levels and schedules, fulfillment of intended service
obligations and goals, operations safety, program implementation, and personnel
qualifications for selected positions. Complete other internal and external
assessments as may be directed by the Director of Quality Assurance, the
Inspector General or Executive Team.
The Quality Assurance Specialist will develop audit
tools, plans, reports, schedules and worksheets in a clear and concise
manner, supported by sufficient, relevant and competent evidence that can
include facility and equipment inspections, interviews with youth, internal
staff, contracted staff, and other staff as appropriate, facility audits,
corrective action plans, interview and inspection notes and data sampling,
audit work papers, written communication, comparative reports, flow charts,
summary of findings, risk assessments, meeting notes, and other supporting and relevant
documentation.
The Quality Assurance Specialist will assist the
Director of Quality Assurance and other QA teams as needed and
represents the Department at internal and external meetings and will attend
recommended trainings.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Three years of experience providing case management or resource specialist services to youth in a community or residential setting.
Notes:
1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.
2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences from an accredited college or university for one year of the required experience.
3. Candidates may substitute four years of experience providing case management or resource specialist services to youth in a community or residential setting for four years of college.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Correctional Institution Administration classifications or Correctional Institution Administration specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS

will be given to applicants who possess the following preferred
qualification(s).

1. Candidates
who have at least two years of work experience researching, compiling, and
analyzing data are highly desirable.
2. At
least one year of work experience of compliance monitoring and reporting in the
areas of Program Management, Case Management and/or Detention or Committed
Facility Mgmt. or Residential setting.
3. Knowledge
of computer databases utilized by DJS (i.e. ASSIST, Incident Report)
LIMITATIONS ON SELECTION
This
recruitment is limited to current employees of the Maryland Department of
Juvenile Services only.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Candidates must be willing to travel in and out-of-state to perform job duties. The travel may include extended overnight stays.
