Main Purpose of Job

The purpose of this position is to establish, implement, and manage a statewide strategy to support family caregivers that aligns with the National Strategy to Support Family Caregivers as outlined by the RAISE Act of 2018 and oversee the National Family Caregiver Program as funded by the Older Americans Act Final Rule of 2024. This position will oversee the Federal Older Americans Act Title III E grant activities, as well as other caregiver grants awarded to the Department.

The incumbent for this position needs to have excellent interpersonal skills to effectively work with diverse team members, partners and community members. Needs to be able to clearly communicate the National Strategy to Support Family Caregivers and the National Family Caregiver Program to a variety of stakeholders. 

This position will require travel within the state.

POSITION DUTIES

Program Design and Management

Interprets federal and state statutes, regulations, and policies.

Recommends policy development and/or revisions, as needed in accordance with federal law.

Establishes and evaluates program goals and standards to meet program objectives.

Development of state training for local program staff and partners.

Recommends evidence-based practices for including caregiver supports across sectors and service delivery settings.

Seeks innovative approaches to maximize resources and strengthen program growth.

Monitors for quality assurance and compliance.

Provides technical assistance opportunities for local Area Agencies on Aging (AAAs) supporting expanding local programs within national guidelines. 

Fiscal Management

Monitors the expenditure of grant funds for the program.

Completes and submits required reports as it relates to federal and state grant funding.

Tracks the requests for payment of local programs.

Informs activities outlined in Area Plans that address the short and long-range plans for program operations as it pertains to use of resources.

Monitors Grant opportunities available for the Maryland Department of Aging (MDoA) or individual local agencies.

Lead grant awards for MDoA for designated time periods providing necessary fiscal compliance to match any given grant award.

Partnership Development and Systems Advocacy

Develops relationships with federal, state, and local partners, legislature, governmental agencies, and advocates to enhance policies and resources for the program.

Serves as a liaison for the Department with other agencies to enhance caregiver program activities of the state.

Represents the Department on the Caregiving Commission and completes quarterly reports on activities and recommendations of the Caregiving Commission for internal leadership.

Promotes the program through presentations for interested groups and the public.

Increases awareness of and outreach to family caregivers to include coordination with partners National Family Caregiver Awareness Month publications, events, and outreach activities.

Initiate and develop programs between Dementia Navigation and Family Caregiving, serving as the Department’s point of contact for outside agencies to aid in support.

Facilitate cooperation with outside agencies in training programs to aid family caregivers in national initiatives and increased evidence-based outcomes within caregiving. 

Data Collection, Analysis, and Evaluation

Research and recommend data collection through the No Wrong Door system

Explore the use of a core set of standardized family caregiver questions to include in state surveys and reporting

Develop standard data collection tools, forms, and definitions to establish quality assurance standards and metrics for caregiver programs administered through the Department

Advise the Longevity Ready Maryland Dashboard team on caregiver indicators and metrics

Monitor compliance and outcomes within local AAA’s to evaluate compliance to state and federal guidelines and positive growth within NFCG programs.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have the following:

Experience supporting and/or managing strategies/grants that Support Family Caregivers as outlined by the RAISE Act of 2018.

Has a working knowledge of various funding resources and programs such as, Medicaid, Older Americans Act, No Wrong Door, state funding and other grant programs that focus on improving access to services and supports for family caregivers.

Experience working at the local, state or federal level of government on issues related to human services, healthcare, public policy, transportation, housing and/or economic security.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
