Introduction


The Maryland Department of Agriculture is a Department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continues to expand and grow.

The Maryland Department of Agriculture's Plant Protection and Weed Management conducts regulatory, inspection, and educational programs that protect the health of plants and honeybees in Maryland. Personnel in this section serve as the State's authorities on plant pests and agricultural quarantines and provide liaison for the Department with other state and federal regulatory officials regarding these issues.

Invasive plants threaten native plant health and biodiversity in both agricultural and natural systems in Maryland. Many of these problematic plants are imported, bred, distributed, and promoted for sale in the landscape and nursery industries. Maryland’s Invasive Plant Advisory Committee (IPAC) was established by legislative mandate in October 2011. The IPAC’s primary responsibility is to advise the Maryland Secretary of Agriculture on regulating the sale of invasive plants and preventing them from entering Maryland or from spreading further into the state.

Main Purpose of Job

To coordinate and administer the invasive plant program.  To act as the liaison to IPAC, representing the agency.  Developing weed risk assessments from a developed plant list. Work with state colleagues and the nursery industry to implement changes to the invasive plant regulations. Enforce the invasive plant law. Develop procedures and methods to assist in the implementation of the invasive plant law and regulations.

POSITION DUTIES

Invasive Plant Law. This position is responsible for coordinating, overseeing and supervising the statewide Invasive Law.

Facilitate and lead the Invasive Plant Advisory Committee.

Independently develop and implement weed risk assessments, following all state laws and regulations.

Provide training to state employees that includes the most recent information on plant assessments, plant lists, regulations, and other issues with the law.

Work with the nursery industry on the implementation and enforcement of this law.  Also assisting the nursery inspection program with any enforcement issues.

Invasive Plant Outreach. Create outreach material and participate in outreach functions and public relations regarding Invasive Plant program activities. 

Review and update the Invasive Plant website on the agency’s website. 

Attend and represent the MDA at meetings of professional societies and industry groups in matters related to the program.  Along with other meetings and educational training as needed or requested.

Assist other Entomologists, Plant Disease Specialists, Administrators and regulatory officials, in the conduct of their work.

MINIMUM QUALIFICATIONS

EDUCATION: Graduation from an accredited high school or possession of a high school equivalency certificate.

EXPERIENCE: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess any of the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Bachelor’s degree in Botany, Horticulture, Environmental Sciences, Geographic Information Systems, Ecology or Forestry/Conservation.

Master’s degree in Botany, Horticulture, Environmental Sciences, Geographic Information Systems, Ecology or Forestry/Conservation.

Experience in writing weed risk assessments.

Experience in regulatory enforcement, interpretation of state laws and regulations.

Experience working in Geographic Information Systems (GIS).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be assigned to any county or region of the State and may be required to establish residence within their assigned geographic area.

Applicants who meet the minimum (and selective) qualifications will be included in further evaluation.  Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible (employment) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
