Main Purpose of Job

This position will support the Maryland Cannabis Administration (MCA)'s Resource, Enterprise and Diversity Investment (REDI) Division by managing the collection, review, analysis, and assessment of licensed business operator diversity plans. This position will also support MCA’s Workforce Development Program, including its curriculum; recruitment; course instruction and design; contractor location; engagement; and syllabi. In regards to MCA's Workforce Development Program, this position will also support the program's participant completion certification, as well as its Statewide implementation and job and internship placement.

In addition, this position will assist with the development and delivery of workforce development training to both internal and external audiences. This position will also develop and deliver training regarding diversity in the cannabis industry, as it pertains to the Cannabis Reform Act (CRA). In relation, this position will develop and deliver training, in regards to the value of a diverse workforce, to businesses, communities, and other stakeholders. 

Furthermore, this position will be responsible for attending, coordinating and supporting all MCA training and outreach activities, in order to educate members of the public, as well as MCA staff members. Such training and outreach will allow for the expansion, education and diversity of Maryland’s cannabis industry, along with the facilitation of licensee compliance with mandated, approved diversity plans. Finally, MCA training and outreach activities will also allow for associated community and industry engagement to support licensees with meeting the stated diversity plan goals.

MINIMUM QUALIFICATIONS

EducationGraduation from an accredited high school or possession of a high school equivalency certificate.

ExperienceFour years of administrative staff or professional work experience.  

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work related to the administration of rules, regulations, policy, procedures, and processes; or overseeing or coordinating unit operations; or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.

SELECTIVE QUALIFICATIONS

The selected candidate must have a minimum of one (1) year of professional experience in the cannabis industry. The selected candidate must also have a minimum of one (1) year of experience collecting and reporting data, as well as a minimum of one (1) year of experience conducting investigations related to compliance.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience using Microsoft Office Suite programs, particularly Excel. The desired candidate should also have experience developing and/or delivering training related to the cannabis industry to internal and/or external audiences.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
