POSITION DUTIES

This recruitment is for a vacancy within the Hearings and Appeals Division located in Baltimore. The main purpose of the Revenue Administrator II is to oversee and supervise the adjustment of taxpayer accounts based in SMART and RPE for the Hearings and Appeals Division. They will be responsible for adjusting taxpayer accounts, transferring misapplied payments, reversing collection agency fees, abating penalty and interest and approving refunds. Further they will Supervise a Revenue Administrator I to ensure accuracy of work, timely completion of adjustments and that they are following administrative procedures. They will be responsible for tracking all incoming adjustment memos to ensure they are assigned for adjustment. Update the tracking sheet once assigned, keep track of timeline for completion, ensure adjustment completed correctly. Further, they will need to complete an advanced review of adjustment memorandums to confirm accuracy of the adjustment request and that it abides by State and Federal Laws and Guidelines. Finally, they will provide weekly performance reports to Managers.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of professional work experience in auditing, accounting, tax law, general management, or customer service. 

NOTES:

  1. Candidates may substitute the possession of an associates degree for two years of the required experience.
  2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for four years of the required experience.
  3. Candidates may substitute 30 college credits from an accredited college or university for one year of the required experience up to three years of experience.
  4. Candidates may substitute graduate education in an academic field related to the required experience from an accredited college or university for the required experience.
  5. Candidates may substitute the possession of a Certified Public Accountant (CPA) License for the required experience. 
  6. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in accounting and budget classification or accounting and budget specialty codes in the tax examining field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • At least 1 year experience in a supervisory role.  
  • At least 2 years experience in performing adjustments within the SMART and all associated databases.  
  • At least 1 year experience in performing adjustments within the Revenue Premier Enterprise database (RPE).  
  • Experience in adjusting various tax types including personal income tax, corporate income tax, fiduciary income tax, various PTE income tax, sales and use tax, withholding tax, admissions and amusements tax, and various other business tax types.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  • Employees in this classification are required to travel in the performance of the duties.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
