Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Resource Assessment Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

Coordinate project review and application of DNR’s Environmental Review Policy through review and comment on State and Federal Permit applications and environmental studies on behalf of the Department of Natural Resources. As a lead reviewer/planner, the position is responsible for assessing and preparing the Department of Natural Resources’ response/position on proposed permits, Environmental Assessments, Environmental Impact Statements, and related studies. The incumbent must identify the natural resources potentially impacted, assess the extent of the impacts on resources, review for regulatory requirements, determine if other DNR Units need to review, and as applicable, identify and attempt conflict resolutions between or within appropriate units and finally prepare a consolidated DNR position/response for the agency representing DNR’s review/position.

The critical duties of this position are the analysis, evaluation, and recommendations on environmental review projects. All of the responsibilities involve serving as the lead reviewer to evaluate a project/action’s consistency with Departmental laws, regulations, and policies. This includes determining methods of avoiding or minimizing negative impacts to natural and living resources from proposed land use activities and to make final recommendations regarding DNR's position on the proposed activities and permits. This also involves the responsibility of determining when coordination with other entities is necessary and to communicate with other Units within the Department and other Federal, State, and local governmental agencies, nonprofits and private citizens to establish and explain the Department's position on certain permits, issues related to the permits, and any other proposed actions that come under the DNR Environmental Review Program. 

POSITION DUTIES

The Department of Natural Resources, Environmental Review Program, is seeking interested candidates for a Natural Resources Planner III position which will be based at the Tawes State Office Building in Annapolis, Anne Arundel County, MD.  This position will work within the Department’s Resource Assessment Service Unit, Environmental Review Program.  Responsibilities will include conducting and coordinating with other Units, in the Departmental review of projects and actions requiring State and/or Federal environmental permits in assigned counties and for projects falling within special assignment (reviewer specialty) categories as a member of the Project Environmental Review Team

Responsibilities may also include reviews of projects proposed on State Lands. Work will include scoping and screening of proposed project sites for natural resource information and concerns, coordinating with other Units of the Department and other resource agencies in review of projects and generating recommendations to avoid or minimize impacts to environmental resources. Maintaining a database recording review comments received and information concerning the nature of the project will be required.  Use of natural resources GIS information and other data sources will be frequent.  Work will include occasional field visits and office meetings.  Proficient writing skills and information organization skills are required.  Presentation skills are desirable.

Categories exemplifying types of projects subject to review may include proposed permits for all manner and types of development and construction activities, stream restoration projects, DNR projects on public lands, projects proposed in cold water ecosystems, watershed restoration reviews, transportation project reviews, etc.  Position also requires provision of technical assistance within the Department, and to other governmental agencies, concerning ways to avoid or minimize negative impacts to natural and living resources from proposed activities; and provide technical expertise for the Department on issues related to environmental permitting issues, natural resource protection policy, and natural resources planning.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess a valid driver’s license and have knowledge of the geography, physiographic regions, key ecological issues and natural resources of Maryland.  Knowledge of stream restoration practices is also preferred.
