Main Purpose of Job

The Natural Resources Planner I will serve a versatile role in the WQSA Division assisting other lead staff with water quality monitoring study design and analyses that support the development of water quality standards and the assessment of attainment of water quality standards. The incumbent in this position may perform analyses and quality control (QC) of datasets that include but are not limited to biological (fish and benthic macroinvertebrates), fish tissue, physical, and chemical data. The incumbent in this position will also help to manage MDE’s ambient water quality data resources and databases to maintain an organized data catalog, which supports both current and future analysis projects. The Natural Resources Planner I will help with loading data into MDE’s master database, the Ambient Water Quality Monitoring Management System (AWQMS). The incumbent will also help to make sure MDE follows quality assurance (QA) protocols. The Natural Resource Planner I will support collaborative efforts to automate and streamline analysis and quality control tasks where possible. Lastly, the incumbent will also perform technical analyses in support of other Divisions in the Watershed Protection Restoration and Planning Program (WPRPP) as well as other Programs in the Water and Science Administration (WSA), including WSA’s Director’s Office. 

During occasional field sampling, the working conditions of this position may involve exposure to uncomfortable or unpleasant surroundings. The collection of samples may require contact with contaminated sediments. Field sampling may require exposure to adverse weather conditions. Work involves exposure to hazardous conditions which may result in injury. Polluted surface waters may contain vectors of human disease. Infrequent laboratory work involves exposure to hazardous chemicals, including formaldehyde. Work may involve special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Field work involves the lifting of heavy equipment and climbing into and out of boats and uneven terrain. Work may require the use of protective equipment such as goggles, gloves, mask, etc. When going on site visits, protective gear is mandatory.

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred, but not required that that the selected candidate has the following:

  • Knowledge, training, or experience in working with R statistical software or any other statistical software;
  • Knowledge, training, or experience in the field of water quality science and/or with the Clean Water Act;
  • Knowledge, training, or experience in using Geographical Information Software (GIS);
  • Knowledge, training, or experience in working with databases such as Microsoft Access, SQL, Geodatabases, etc.;
  • Knowledge, training, or experience in conducting quality assurance and/or quality control of data.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
