Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrative Specialist III. Administrative Specialist III is the advanced level of administrative work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies.

Main Purpose of Job

In coordination with the Mechanical Licensing Boards, ('boards') including the Board of Heating, Ventilation, Air-Conditioning and Refrigeration, Board of Plumbing, Board of Electricians, Board of Stationary Engineers, Elevator Safety Review Board, the Locksmith Program and senior management, the position exercises independent judgment and responsibility for the data entry and processing of applicant paperwork for the Boards, including the entry of Insurance Information and any other documents needed for the application process into AS400 or any other database required. This position will also recommend improvements when necessary for the safe keeping of the Boards paper files. The position is responsible for the preparation and/or retention of the application files according to the requirements of the Department of Labor as well as State Archive standards. This position handles the filing and storage of all correspondence for the boards. This position may assist in the distribution Board agendas and minutes. This individual participates in the formulation, establishment or modification of Board goals and objectives through analysis of alternatives, trends, available resources, and projected program needs. This position may participate in the Board planning process by developing forecasts, proposals or procedures for orderly growth and expansion of the Board's records management. The administrative officer confers with other administrative officials, program heads, staff specialists or others to exchange information pertaining to the records management program. The incumbent coordinates interagency transactions and acts as a liaison with officials in other agencies, in the state, legislature, federal government, private industry, or local government agencies as assigned. Telework: Telework is authorized for this position as approved by the Appointing Authority.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Manages the daily activities of the boards' as it relates to records management including scanning and uploaded records into the Boards AS400 database or other records management tools as needed. They will also exercise independent analysis of operations, procedures, organization, and systems and recommends improvements when needed. 
  • Assists in the management of all application and licensing processes for the Boards. Research records and archives as necessary to assist the Boards administrative functions.
  • Responds to correspondence and contact with the board by applicants, licensees and citizens, and other State agencies in reference to Board files and records requests. Participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources,, and projected program needs to ensure compliance with the Public Information Act.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience scanning documents into a digital format

Customer Service experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
