This is a PART-TIME CONTRACTUAL position
within the Planning and Research Division of the Maryland State Police (1,040 hours).
It is important that all experience be fully

Main Purpose of Job
This
position will reside in the Planning and Research Division, primarily
responsible for reviewing, updating, and creating Department policy. This
position will perform reviews and create Standard Operating Procedures (SOP)
for Department divisions and units. This position will be involved in creating
and updating General/Special Orders for Department divisions and units. This
position will be involved in the processing of updates to COMAR as directed by
the Division.
POSITION DUTIES
Department Policy(ies)
- Conduct thorough research and analysis and coordinate with
divisions/sections/units for the creation of new policy. Research and analyze
existing policy and prepare necessary updates as needed. Perform reviews of
policy created by other staff in the Planning and Research Division.
Standard Operating
Procedures (SOP) - Coordinate with requesting divisions and units for the
creation, or updating, of SOPs. Conduct the necessary research and analysis
needed to establish, or update, SOPs. Collaborate with other Department
divisions/sections/units needed to establish, or update, SOPs.
COMAR - Conduct
research and analysis of COMAR that the Department has deemed in need of
updating. Collect the necessary data and prepare written recommendations for
the updates. Process updates to COMAR according to existing rules and
regulations.
Department Forms -
Prepare and update existing Department forms as necessary. Create and post new
Department forms as necessary. Conduct annual inventories of Unique Forms for
the Department.
Other duties as
assigned by immediate supervisor. Division Commander. or the Director of
Strategic Planning Command.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school
or possession of a high school equivalency certificate.
Experience: Two years of experience performing administrative staff, clerical,
clerical technical, or secretarial work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited
college or university for each year of the required experience.
2. Candidates may substitute U.S. Armed Forces military
service experience as a non-commissioned officer involving staff work
requiring regular use of independent judgment and analysis in applying and
interpreting rules and regulations in accordance with agency laws and
policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Experience reviewing, proofreading, researching and vetting documents.
2. Experience in researching and the use of COMAR.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be
assigned duties which require the operation of a motor vehicle. Employees
assigned such duties will be required to possess a motor vehicle operator’s
license valid in the State of Maryland.
SPECIAL REQUIREMENTS
In accordance with Section 2-204(b)(6) of the
Public Safety Article, Candidates for position in this classification may be
subject to an initial drug screening and a complete criminal background
investigation to include a polygraph examination before permanent appointment
can be made. A criminal conviction may be grounds for rejection of the
candidate.
SELECTION PROCESS
The selection process for this recruitment
will involve a rating of the training and experience provided on the
application. Applicants who meet the minimum qualifications will be placed on
an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED
categories. The list will be used by the hiring manager to select the
individual to fill this vacancy. The list will be valid for one year.
EXAMINATION PROCESS
The examination will consist of a rating of
your education, training and experience related to the requirements of the
position. You may be required to complete a qualifications supplement, or the
rating may be based on your application. Report all experience and education
that is related to this position. Applicants may be given a physical
examination and will be subject to an interview, background investigation,
polygraph examination and substance abuse testing.
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
