Main Purpose of Job

The main purpose of this position is to perform administrative / secretarial support services to the Commander of the Chemical Test for Alcohol Unit (CTAU), the supervisor of the Drug Recognition Experts (DRE), Sobriety Checkpoint and Standard Field Sobriety Testing (SFST) program, and the Supervisor of the (BTM) Specialist.

POSITION DUTIES

Maintain files on all Breath Testing Operators (approximately 700) in the State of Maryland's Breath Alcohol Testing Program. These files are maintained alphabetically and by department/barrack. Type, laminate and distribute operator Id cards, to the various departments in the program. Prepare and maintain files and rosters on breath testing instruments used in the State of Maryland for the CTAU and the Chief Toxicologist. Maintain a list of serial numbers and departments utilizing Preliminary Breath Alcohol Testers (PBT) for traffic law enforcement. Also, a list of certified operators to conduct tests using the equipment statewide. Type all PBT certification ID cards, received from the various instructors, for individuals completing the PBT certification course. Receive and log evidence (blood alcohol collection kits) from police agencies in the State for processing in DUI/DWI cases. Maintain case folders in a secure area. Prepare/process evidential blood alcohol kits on a weekly basis to be delivered to the Forensic Sciences Division. Complete MSP form 33's (Results of Chemical Test) have the certified chemist that analyzed the case sign the completed form. Sent the test results (form 33) to the arresting officer/department to be used in the court prosecution. Maintain a log book of cases submitted the results and date returned to the submitting department. Enter each case into the computer database file.

Maintain MSP Administrative and CTAU unique files, filing completed work on a weekly basis, adhering to the agency filing and retention schedule. Preparing all records and files for destruction or storage. Type and review correspondence noting proper format, grammar and completeness, from a variety of sources. This is to include technical and confidential materials. Prepare evidential blood kits that will be distributed to all MSP installations. 

Receive, comprehend, and respond promptly and appropriately to both verbal and written communications. Communicate effectively with members of the department, other law enforcement personnel, and the public. Prepare required records and reports associated with the position and/or requested in a timely manner. Maintain confidential and office records of employees, work schedules, CTAU classroom schedules, expense accounts and office supplies. Complete requests for supplies as submitted by other members of the unit. Assist with instruction as needed during all CTAU training.

Prepare statistical and other needed records and reports. Examines, checks and verifies complex reports for completeness. propriety, adequacy and accuracy; Prepare and maintain statistics monthly and yearly on DUl arrests, tests administered, results of tests, age classifications on all arrests, and refusals of tests which must be kept up to date on all Maryland State Police installations as well as other police agencies in Maryland. Arrange for payment to the authorized hospital and nurses for MSP cases

Answer unit telephone promptly, interviews callers, answering questions from police officers, prosecutors, attorneys and the Chief Toxicologist's office. Making and canceling appointments for CTAU personnel. Schedules students for breath test course and recertification.

Arrange for mail pick up at the Headquarters mailroom and the Forensic Sciences Division. Distribute incoming mail to the proper location

Other duties assigned by Supervisor or Unit Commander.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Previous experience as an Intoximeter operator.

Previous Intoximeter maintenance experience.

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.

Candidates will be subject to a complete criminal background investigation before appointment can be made. A criminal conviction may be grounds for rejection of the candidate by the hiring agency.


SELECTION PROCESS

Applicants who meet the minimum qualifications will be included for further evaluation. The evaluation will include rating your application based on education, training and experience as they relate to the requirements of the position. It is essential, therefore, that you provide complete and accurate information on your application. Qualified candidates will be placed on an eligible list which will be used by the hiring manager to select the individual to fill the vacancy. The list will be valid for one year.

The examination will consist of a rating of your education, training and experience related to the requirements of the position.
