Main Purpose of Job

The main purpose of the Alcohol and Drug Supervised Counselor position is to provide on-site substance use disorder (SUD)screening, assessment, and case management services at the Local Department of Social Services (LDSS) to customers in accordance with clinical guidelines, supervision, and the Welfare Innovation Act. The counselor is responsible for screening and assessment of individuals that are referred by LDSS case workers. They are also responsible for urinalysis and case management of all cases that enter into treatment or are in treatment at the time of screening. The Addiction Specialist will provide screening, assessments, referral to treatment services, urinalysis, and case management services to all adult and minor parents applying for Temporary Cash Assistance (TCA) and at redetermination, as well as other customers of the LDSS including the Food Supplement Program, Child Welfare, Adult Services, and other programs as deemed appropriate by the Talbot County Health Department and the LDSS. The incumbent of this position must possess and maintain credentials by the Board of Professional Counselors and Therapists as a drug and alcohol counselor.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Certified Supervised Counselors-Alcohol and Drug.

Experience: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Certified Supervised Counselors-Alcohol and Drug.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
- Experience with the criminal justice system and facilitating group sessions
- Customer service experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates appointed to positions in this classification must be eligible for and obtain certification by the Board of Professional Counselors as a Certified Supervised Counselor-Alcohol and Drug prior to permanent appointment.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

2. Employees in this classification perform the work in a Joint Commission for the Accreditation of Healthcare Organizations (JCAHO) or a Maryland State certified addictions program.
