Main Purpose of Job
The main purpose of this position is to:
a) Train to become a Deputy Boiler Inspector
b) Conduct inspections and investigations related to construction, installation, maintenance use, operation, repair and failure of boilers and pressure vessels and related equipment.
POSITION DUTIES
Essential. Prepare to meet the requirements to become a commissioned Deputy Boiler Inspector. Maintain knowledge and proficiency in the Maryland Boiler and Pressure Vessel Laws and Regulations, referenced codes, and standards. Receive training through self- study, satisfactory completion of an acceptable off-site course, and being mentored in field and office.
Essential. Perform required in-service inspections and periodic follow up inspections of state inspected boilers, pressure vessels and related equipment. Prepare inspection reports, enter inspection data, review and correct related database information. Maintain appropriate records and files. Inspections are conducted in accordance with the Annotated Code of Maryland (Laws), COMAR (Regulations), referenced codes, standards, and manufacturers specifications. The duties are performed by conducting periodic and special inspections, incident and accident investigations and by accurately reporting the conditions observed.
Essential. Prepare Bi-weekly Time Sheets, Daily Activity Reports, Expense Vouchers, or Special Investigation Reports. All reports must be forwarded to the Chief Boiler Inspector, in accordance with law, regulations and accepted administrative procedures.
Other. Perform other duties as assigned by the Chief Boiler Inspector, for example:
a. Provide technical assistance and training to the general public regarding the proper installation, maintenance, use, operation, and of boilers, pressure vessels, and related equipment.
b. Conduct investigations in response to public complaints, violations, inspection reports, boiler and pressure vessel incidents and accidents. Prepare reports and submit to management.
c. Conduct investigations of Special Inspectors and Authorized Inspection Agencies to determine thoroughness and accuracy of inspections performed and reports. Prepare reports and submit to management.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience in high pressure boiler and pressure vessel construction or repair, or as an operating engineer in charge of a high pressure boiler operation, or as an inspector of high pressure boilers and pressure vessels.
Notes:
1. Candidates may substitute a Bachelor’s degree in Engineering from an accredited college or university for the required experience.
2. Candidates may substitute a Bachelor’s degree in science or mathematics from an accredited college or university plus one year of experience in the design, construction, operation or inspection of high pressure boilers and pressure vessels for the required experience.
3. Candidates may substitute experience in manufacturing, including the use of fabrication methods or processes in a shop or field environment on a year-for-year basis for up to two years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Experience working within a regulatory and codified environment; reviewing, researching, and applying law, policies and regulations; report writing experience, and investigative background/skills.
Candidates who possess a bachelor degree in engineering or mathematics preferred.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
1. Employees in this classification are subject to call-in and, therefore will be required to provide the employer with a telephone number where they can be reached.
2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
