Main Purpose of Job

The main purpose of this position is to inspect milk and frozen dessert processors, cheese manufacturers, distributors, producers (dairy farms), evaluate milk haulers and their equipment and test milk pasteurization equipment to verify compliance with Federal and State laws, regulations and policies governing milk safety and security in Maryland. This position will also collect milk product samples, provide training and consultation, conduct investigations, surveys and studies and take action against adulterated and misbranded milk and milk products. This position will ensure that Maryland’s dairy industry members comply with the provisions of the Pasteurized Milk Ordinance (PMO) as specified in state regulations. This position will work closely in cooperation with dairy industry personnel and with local, state and federal agencies.

This work involves exposure to uncomfortable or unpleasant surroundings. All work involves exposure to all types of inclement weather. Milk plant work involves exposure to hot, humid conditions, as well as cold or freezing conditions. At times, work involves exposure to hazardous conditions, which may result in injury. Work routinely requires the use of hard hats in construction areas, hearing and eye protection in milk plant processing areas, exposure to hazardous chemicals used in both milk plants and on dairy farms.

At times, the work involves special physical demands, such as lifting 50 pounds or more, climbing ladders, stairs, etc. Sample collection work routinely involves obtaining and transporting milk product samples, which may weigh more than 50 pounds.

Inspections routinely involve climbing stairs and ladders. Work often requires the use of protective equipment, including gloves, masks, lab coats, boots, hearing and eye protection. Use of additional protective and breathing equipment may be required when inspecting confined areas under permitted conditions.

Regional Sanitarians are responsible for covering farms and facilities within an assigned location within the state. Every effort is made to assign a territory within a reasonable distance from the sanitarian's home but based on the locations of the farms and facilities that already exist in the state, that may not always be the case. A valid driver's license is required for this position, as the Sanitarian will be required to drive to various locations within the State.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.

Experience: Four years of environmental health work experience in the promotion, control, and maintenance of environmental health.

Notes

1. Candidates may substitute the possession of a Master’s degree in public health or environmental health sciences from an accredited college or university for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience/Background in food or dairy science.

2. Experience in Quality Assurance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as an Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists.  A photocopy of current registration must be attached to the application form.

2. Licensure requirements are pursuant to Health Occupations Article, Title 11, Annotated Code of Maryland and COMAR 10.60.01 through 10.60.07.  The Secretary of the Department of Budget and Management cannot accept any substitutions.
