Main Purpose of Job

The Office of Controlled Substances Administration (OCSA) is committed to ensuring the protection of public health and safety through enforcement of the Controlled Substances Act. The OCSA is the State Administration with the authority and mission to issue Controlled Dangerous Substance (CDS) Registrations to community healthcare providers, establishments and researchers who meet registration requirements. Registrants are subject to OCSA inspections, to ensure compliance with the Act. Additionally, the Administration is responsible for developing and enforcing regulations and legislation that ensures healthcare practitioners, researchers and establishments adhere to Criminal Law, Title 5 and COMAR 10.19.03, with focus on the legitimate medical and scientific use of substances listed in the State and Federal Schedules of CDS. The Unit Head of the Adjudication & Policy Unit is a full performance managerial level position, reporting directly to the OCSA Deputy Director.

 The main purpose of this position is to provide leadership, coordination and supervision of the Unit. Due to the responsibilities of this position an extensive knowledge of Maryland and Federal CDS statutes and regulations is required, as well as experience in developing and supervising the maintenance of an adjudication case management system. The main purpose of this position is to manage the daily operations of the Unit’s policy and adjudication functions, including assisting with the developing and implementing the Unit’s policies and procedures, and to prepare legislative proposals and regulatory changes pertaining to CDS. 

The Unit Head is responsible for scheduling, assigning, evaluating and supervising the activities of the Unit’s staff in order to carry out the Administration’s mission critical activities to protect the citizens of Maryland. Additional mission critical activities include assisting in joint Federal-State investigations with the Drug Enforcement Administration (DEA) and the Food and Drug Administration (FDA). This position also supports the Director and Deputy Director by performing special assignments and duties, as assigned. 

This position does require travel as needed. This position will serve to appear in judicial proceedings and legislative proceedings.

Eligible for 90% telework.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
- Experience drafting bills and regulations
- Experience performing legal research, analysis, and writing
- Experience with case management for investigations and trial proceedings
- Knowledge of court procedures, state and federal statutes, regulations, and policies

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
