POSITION DUTIES

The incumbent of this Revenue Examiner I, bi-lingual position is to assist taxpayers by answering and resolving bilingual telephone inquiries regarding the various tax types administered by the Comptroller of Maryland. This entry-level position will be performing tax assessments, collections, investigations or examinations; performing duties independently as a member of an examination or collection team; and providing professional taxpayer service assistance within one or more of the specialized fields of revenue protection administered by the Comptroller of Maryland. These specialized fields may include sales and use tax, admissions and amusement tax, withholding tax, motor vehicle fuel tax, alcohol and tobacco tax, and any other revenue levy authorized by the legislature. Revenue Examiners may assist taxpayers with returns related to various tax types and ensure compliance with Maryland laws and regulations; they may also assist other units with translating phone calls and correspondence, within the agency. Incumbents who successfully complete the in-office required training; can be considered for telework.

Please be advised that regardless of the job function into which you are selected, during the peak of tax season and at other times, Call Center duties will be required. In addition, some Revenue Examiner I positions require employees to rotate throughout various work sections. On the job training and resources to provide you with the knowledge necessary to perform the job will be provided for all positions.

As a Comptroller employee, you are prohibited from engaging in the following activities outside of work, (even on your own time):

  • Preparation of other taxpayers federal or state income tax returns or of any other tax return filed by the Comptroller.
  • Bookkeeping for private clients when that information may be used to prepare any state or federal tax return.
  • Working for private tax return companies that prepare any state or federal tax return.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience involving one or more of the following areas: customer service, telecommunications, fiscal clerical or clerical related work.

NOTES:

  1. Candidates may substitute additional education at an accredited college or university at the rate of thirty credit hours for one year of the required experience.
  2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in accounting and budget classification or accounting and budget specialty codes in the financial clerical and technician field of work on a year-for-year basis for the required experience.
** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html.

SELECTIVE QUALIFICATIONS

The candidate must be fluent in Spanish and English, (i.e. able to speak, read and write in both Spanish and English). This information must be indicated on the application, and candidates will be required to demonstrate their bi-lingual skill in an oral and written translation interview to verify fluency.

DESIRED OR PREFERRED QUALIFICATIONS

  • Good communication skills (both oral and writing), in both English and Spanish.
  • Customer service skills/experience.
  • Experience with various computer software systems, personal computers.
  • Ability to deal with the public.
  • Experience working with a team and experience working independently.
  • Experience working in high volume production environments.
  • Knowledge and/or experience of Maryland State Taxes.
  • Knowledge and/or experience of Federal Taxes.
  • Good organization skills & decision making.

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
