Main Purpose of Job

The Maryland Health Care Commission is an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services to policymakers, purchasers, providers, and the public. The Maryland Health Care Commission is seeking a Program Manager to assist with responsibilities to include: developing State Health Plan chapters for facilities and services, including hospitals, ambulatory surgery centers, cardiac surgery, obstetrics, neonatal intensive care, organ transplant and acute psychiatric services; preparing staff reports and policy analysis papers with recommendations for consideration by the Commission; preparing analyses of health services utilization and financing data; providing written analysis and recommendations regarding proposals to establish percutaneous coronary intervention (PCI) services; and providing written analysis and recommendations for Certificate of Ongoing Performance reviews of cardiac surgery and PCI programs. The position requires strong writing, analytical, and oral presentation skills, as well as the ability to work as a member of a multidisciplinary team. Experience using SAS or SQL to analyze health care data is a plus.

MINIMUM QUALIFICATIONS

Requires a Bachelor’s degree from an accredited college or university and three years of experience evaluating, analyzing, and researching health care services or health care policies.

A Master’s degree in Health Sciences, Health Care Administration, Public Policy, or closely related field will substitute for one year of the required experience. A Ph.D. in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of required experience.
