Main Purpose of Job

The Maryland Health Care Commission (MHCC), an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services to policymakers, purchasers, providers, and the public, is seeking a Division Chief I in its Center for Health Information Technology and Innovative Health Care Delivery (Center).

The Center is responsible for the Commission’s health information technology (health IT) and advanced primary care initiatives. Advancing the diffusion and meaningful use of health IT (electronic health records, health information exchange, telehealth) can help address disparities in health care delivery by increasing access to care, improving quality of care, and promoting better patient and provider communication. Health IT data can guide public health surveillance initiatives in ways that target social determinants of health and enhance equity. The Center supports adoption of advanced primary care models that shift the focus from quantity of care delivered to improved health outcomes through coordinated care delivery. Advanced primary care activities are aimed at implementing initiatives that center on maximizing value in care delivery and lower costs. The Center seeks an enthusiastic senior level professional able to thrive in a fast-paced, results-driven environment. This individual will develop strategies for expanding use of health information exchange and collaborate with other Center staff, State organizations, and providers in advancing health IT and innovative care delivery initiatives. A strong understanding of health IT, the medical home concept, value-based payment models, quality improvement activities, and Maryland’s Total Cost of Care Model is required. This individual collaborates with various stakeholders in developing initiatives based on existing knowledge, skills, and experience. The position requires project leader skills and the ability to work as a team member. This individual must have strong experience handling multiple projects, meeting project deadlines, and completing projects on time. The applicant should possess excellent data analysis, report writing, and presentation skills and can build productive relationships among competing stakeholders.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Master’s degree or higher from an accredited college or university in Economics, Health Science, Health Care Administration, Public Health, Public Policy, or a closely related field. Three (3) years of experience evaluating, analyzing, researching, and developing health care services, policies, and programs.
 
A Bachelor’s degree and two (2) additional years of experience may be substituted for the master’s degree. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred qualifications:

  • Demonstrable skills in qualitative and quantitative analysis, writing, and oral presentation. 
  • Ability to participate fully in multiple or simultaneous projects with different and competing timelines.
