Main Purpose of Job

The Health Services Cost Review Commission (HSCRC) seeks a Chief of Hospital Rate Setting to assist the Deputy Director of Hospital Rate Regulation in the supervision, coordination, and implementation of all hospital rate setting methodologies. The HSCRC is responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland Total Cost of Care Model approved by the Centers for Medicare and Medicaid Services (CMS). The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare’s Prospective Payment System.

The Chief of Hospital Rate Setting will assist: 
  • Setting rates for Maryland hospitals using the Global Budget Revenue system and applying and implementing rate setting methodologies into the rate setting process
  • Design rate adjustment models and assist in the development of rate setting automation tools
  • Monitor the charging practices of all hospitals and ensure hospitals are in compliance with their global budgets and issued unit rates
  • Supporting and reviewing the calculations of the annual updates to hospital global budgets, as well as unit rates and rate corridors
  • Assisting in the review and evaluation of Commission initiated or hospital submitted rate reviews
  • Assist in training analysts and answer technical questions
  • Perform analysis on Total Cost of Care data and provide updates to stakeholders on Model performance

MINIMUM QUALIFICATIONS

The position requires a bachelor’s degree in accounting, finance, economics, hospital administration or health care administration/policy from an accredited college or university; knowledge in Maryland hospital rate setting and the Total Cost of Care Model is preferred.

The successful candidate must possess strong Excel skills.  Other programming skills are desirable, but not required.  A successful candidate must also demonstrate the ability to effectively communicate and interact with staff, hospitals officials, consultants and other health care officials.
