The position will serve as the State’s director of the Governor’s Office of Service and Volunteerism. This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
Resource Development and Grants Management:
--Responsible for monitoring and oversight of GOSV’s Administrative Commission Support Grant to ensure compliance with the law and the terms/conditions.
–Represent Governor’s priorities in all aspects of GOSV management, outreach, and grant-making.
--Oversee recruitment, selection, and monitoring of grantees (operating, planning, and event-specific grants).
--Oversee evaluation of internal systems and grantees.
--Develop budget requests and write narrative grant applications (Administrative, Program Development and Training, and Disability Awareness) for AmeriCorps in conjunction with GOCI’s Executive Director, the Shared Services CFO, and GOFA.
--Solicit sponsorships and private funds to support GOSV events and initiatives.
--Complete narrative reports for funders and stakeholders.
--Create and oversee annual AmeriCorps Program Staff monitoring, communication, and development plan.
Operations and Sustainability:
--Recruit, screen, and recommend hiring decisions for all GOSV staff to the Executive Director of the GOCI.
--Create and monitor GOSV job descriptions, annual work plan, and regular reporting and meeting systems.
--Train GOSV staff.
--Oversee AmeriCorps compliance systems and hard copy and electronic documentation.
--Determine and implement appropriate grantee reporting system (to replace WBRS).
--Lead staff planning, organizational development, and continuous improvement.
Service and Volunteerism Commission Development:
--Recommend appointments to the Commission to the Governor.
--Orient, train, and support Commissioners.
--Assist with Commission meetings per Chair’s request.
--Develop funding reports and recommend strategy for Commission review and vote.
--Develop AmeriCorps State Service Plan and GOSV Strategic Plan with GCOSV input.
--Prepare regular updates and briefing materials on GOSV activities, State of Maryland developments, national service news, etc.
--Schedule and prepare Commissioners for a calendar of outreach activities to represent GOSV and promote service and volunteerism.
Marketing and Promotion:
--Create and lead implementation of GOSV marketing plan.
--Oversee website content.
--Produce annual report.
--Represent GOSV and Governor at volunteer recognition and other service-related events.
--Build the GOSV’s network – participate on external committees, task forces, and advisory boards as possible and appropriate (barring any conflicts of interest).
--Conduct special training projects: develop goals and timelines, negotiate services with outside partners, manage logistics and delivery of services, and evaluate and report on projects.
Education: A Bachelor's degree from an accredited college or university or -- in lieu of a degree -- satisfaction of equivalencies under Skilled Through Alternative Routes (STARs)*.
Experience: Ten years of experience in program administration, professional work in AmeriCorps programs, executive management or a combination thereof.
1. *STARs requirements: 25 years old and older, active in the labor force, have a high school diploma or equivalent, and have developed skills through alternative routes such as community college, apprenticeships, military service, boot camps, and on-the-job experience.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required education and experience.
