LOCATION OF POSITION
Main Purpose of Job
This is a Special Appointment position and serves at the pleasure of the appointing authority.
POSITION DUTIES
The employee must be productive
under tight timeframes, balance multiple and competing priorities and maintain goal-directed
behavior and performance sometimes under stressful conditions. The employee must
interact courteously with others while discussing sensitive issues. The employee's
performance and behavior must demonstrate consideration of the workload concerns
of others and must not negatively affect productivity and morale of the unit.
This is analytical work involving a wide variety of potential topics and investigative audit objectives. This work helps the OIGE accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of management, control, and governance processes. The incumbent in this position can expect to be asked to do (not all inclusive) the following:
Conduct complex investigative audits in alignment with established standards, which includes conducting research, reviewing, and analyzing records, and conducting interviews.
Participate in and/or identify efforts to identify fraud, waste, or abuse risks within Maryland school systems.
Conduct benchmarking research to evaluate the effectiveness and efficiency of operations.
Review administrative policies, procedures and to determine effectiveness, compliance, and efficiency of observed operations.
Develop reports/correspondence in accordance with established standards.
Provide analytic consulting services in support of OIGE’s Office of Investigations.
MINIMUM QUALIFICATIONS
Education:
Bachelor's degree from an accredited college or university with a major in
Accounting, Auditing, Finance, Business, Business Management, or related field.
Experience: Three years of work experience in the field of education investigative
audits, internal audits, auditing, inspection, or a related field.
Notes:
1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Possession of a Certified Fraud Examiner
(CFE) certification.
Three years of experience in conducting
audits in accordance with professional auditing standards.
Three years of experience in planning, organizing,
developing, implementing, and evaluating multiple engagements simultaneously in
accordance with generally accepted auditing standards or Governmental Auditing
Standards, including assessment of fraud risks.
Knowledge of State/Federal laws, regulations, policies, issues affecting fraud, waste and abuse; knowledge and ability to conduct confidential internal reviews, investigations and evaluations of administrative, security, fiscal, legal and city/county government internal policies, systems and procedures involving matters of conflict of interest, mismanagement, embezzlement, contract fraud, workers' compensation fraud, employee misconduct, identity theft, property and information theft, child abuse and related incidences, as well as whistleblower investigations; skill in analyzing/interpreting data for program improvement ability to manage multiple tasks; ability to interpret/apply pertinent laws/regulations; ability to establish & maintain working relationships; ability to communicate clearly, through the presentation of concise yet comprehensive training, analysis and reports.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees
in this classification may be assigned duties which require the operation of a
motor vehicle.
Employees assigned such
duties will be required to possess a motor vehicle operator's license valid in
the State of Maryland.
SPECIAL REQUIREMENTS
Proof of eligibility
to work in compliance with the Immigration Reform and Control Act and possible
travel throughout the State are required. Any misrepresentation of academic or
experience requirements for this position may result in non-selection or
termination of employment.
