Main Purpose of Job

The Maryland Department of Health, Office of the Secretary, is seeking an entry level Health Policy Analyst position. Under the direct supervision of the Senior Policy Advisor, the Policy Analyst will:
  • Perform literature reviews and legislative research into policies and programs critical to the MDH mission;
  • Gather and analyze data to understand and inform decisions on the effectiveness of current or proposed health policy, including identifying problematic areas;
  • Review policies drafting briefs to assess patterns in public health data;
  • Attend interagency meetings and collaborating with diverse senior level analysts and stakeholders, raising awareness for and developing current projects;
  • Coordinate constituent and elected officials correspondence;
  • Pull research on health policy topics; and,
  • Gather information from other departments to help inform policy decisions.
Skills:
  • Knowledge/experience summarizing data analysis and recommendations into reports, presentations and/or policy proposals;
  • Knowledge of the state legislative and/or regulatory process preferred;
  • Ability to clearly communicate and exchange information with co-workers, teammates, stakeholders, and other personnel, as required; and,
  • Proficiency working across the Microsoft Office Suite and Google Mail.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:
1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A Juris Doctorate (JD) or PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

SELECTION PROCESS

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
