Main Purpose of Job

This position serves at the pleasure of the Agency’s Appointing Authority as a Special Appointment and reports directly to the Chief of Staff for the Maryland Military Department as the Agency Compliance Officer. This position maintains independence from programs under the Agency and is responsible for ensuring that the Agency is following all National Guard Bureau Master Cooperative Agreements by periodic reviews of all programs and departments while identifying any issues and recommendations directly to the Chief of Staff. This position also assists in ensuring compliance in other areas such as, but not limited to, State and Federal laws, regulations, and policies as deemed essential by the Chief of Staff and performs internal audits as directed. This position will may assist in external audits as well.

POSITION DUTIES

Duties for this position include but are not limited to: 

·  Ensure through audits and review that Programs under the Maryland Military Department are following the National Guard Bureau regulations and guidelines as it relates to federal reimbursements. 
·  Makes recommendation on internal controls and identifies weaknesses and non-compliance in areas assigned with the focus on financial compliance.  
·  Write audit reports, findings and recommendations and present them to senior management as well as other Stakeholders. 
·  Maintain knowledge and training on regulatory issues and of the Federal Cooperative Agreements between the Maryland Military Department and the National Guard Bureau. 
·  Prepare for external audits by completing internal audits, reviewing and educating various managers and Directors on results and recommendations. 
·  Work with external Federal and State auditors as liaison for senior management during external audits.

MINIMUM QUALIFICATIONS

Experience: 
1. Nine years of experience in administrative staff or professional work.

2. Two years of General Audit experience.

Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

 1) Two years of government audit experience 
 2) One year of experience developing new audit scopes 
 3) Two years of experience with preparing and writing audit findings, recommendations, and reports
 4) The desired candidate should possess working knowledge of and experience with both MS Excel and Word

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

This position will require the ability to pass a Federal security check in addition to a State & Federal background check to obtain a CAC ID card to access military installations and computer systems. The ability to obtain and maintain a CAC ID Card is a condition of employment for this position.
